These type of studies have been conducted to identify and measure the quantity, quality and know-how the public policy and administration of affaires. Deferent approaches have been applied regarding governance. Unfortunately there is not a suitable model in the Islamic republic of Iran for administration of affaires although there are a three decades of knowledge experiences accumulation about compiling governmental documents and macro public policy making. This research aimed at identifying and illustrating conceptual explanation of governance and the characteristics of I.R.I. In this research it has been tried to make a comparison and integration between deferent theories to deliver a conceptual model of governance. Then efforts have been made to indigenization of the model regarding to the conditions and requirements of I.R.I. Based on the governmental documents including constitution, 1404 vision of the country and the general policies of first to sixth development plans; the dimensions, categories, indices and characteristics of the government model have been explained. Research Findings show that governmental documents not only have concentrated on the main points and indices of good governance but also have paid a big attention to the governance theory. The comprehensiveness of findings, based on the study of governmental documents by the conceptual model of governance, show the obvious failure of the total analogy of governance by the good governance approach. Finally it is recommended to the country’s researchers to use experiences offered by this research and try to improve the governance theory of I.R.I. در دهه های اخیر مطالعات وسیعی در زمینه تدوین الگوی مطلوب حکمرانی در کشورها در جهت شناسایی و سنجش کمیت، کیفیت و نحوه اداره امور جوامع صورت گرفته است که هر یک با رویکردی خاص این حوزه را مورد بررسی قرار داده است. در نظام ج.ا.ا (ج.ا.ا) با وجود بیش از سه دهه انباشت تجربیات دانشی در باب تدوین اسناد بالادستی حاکمیتی و سیاستگذاری کلان مدیریتی کشور، متأسفانه هنوز الگویی متناسب و در طراز اصول و آرما ن های ج.ا.ا برای اداره امور عمومی کشور تبیین نشده است. مقاله حاضر با هدف شناسایی و ترسیم الگوی مفهومی حکمرانی ج.ا.ا تدوین شده است. براین اساس، یک الگوی نظری مطالعه امور عمومی که پس از تلفیقی از نظریه های مختلف که با شرایط و اقتضائات کشور نیز بومی سازی شده، انتخاب و براساس آن الگوی مطالعه حکمرانی ج.ا.ا اقتباس شده است. در ادامه، با مطالعه اسناد بالادستی نظام شامل قانون اساسی، سند چشم انداز و سیاست‌های کلی برنامه‌های اول تا ششم توسعه (ابلاغی از سوی مقام معظم رهبری مدظله‌العالی)، ابعاد، مؤلفه‌ها، شاخص ها و ویژگی‌های الگوی حکمرانی ج.ا.ا تبیین شده است. بررسی نتایج به دست آمده از این تحقیق نشان می‌دهد اسناد بالادستی نظام نه تنها موضوعات و شاخص های الگوهایی مانند الگوی حکمرانی خوب را مورد توجه قرار می دهد بلکه بسیار گسترده تر از این الگو به تبیین نظریه حکمرانی پرداخته است. جامعیت یافته های حاصل از چارچوب نظری ارائه شده نقص آشکار قیاس تام حکمرانی را در چارچوب حکمرانی خوب به نمایش می گذارد. در نهایت، پیشنهاد می شود محققان کشور با استفاده از این تجربیات و با به کارگیری این روش ها تلاش اندک محققان ادامه داده و نظریه حکمرانی ج.ا.ا را روز به روز بلوغ بخشیده و کامل کنند تا بتوان آن را در عرصه عمل به کار گرفت و به اهداف عالیه نظام دست یافت. http://modiriyatfarda.ir/fa/Article/Download/24715
