One of the most important problems in developing a strategic plan for public organizations using common models is its time consuming. In this research, an agile method for calculating strategic issues to formulate a strategic plan is presented. This research is an applied research with an analytical, exploratory and mixed approach. In the exploration section, the theme analysis method and the fuzzy Delphi analysis section have been used. First, by analyzing the qualitative data obtained from 53 experts in the field, staff, upstream organizations and customers of the ICT Research Institute, the strategic issues of the organization and the Ministry of ICT were identified and then prioritized by fuzzy Delphi method. The results indicate the priority of the following strategic issues: mission stability and transparency; plan, protocol and ICT research governance; agile and dynamic organizational structure; sustainable and fast financing, comprehensive human resource system, role-playing in solving the country's current problems. پژوهش حاضر به بررسی و شناسایی مسائل راهبردی پژوهشگاه فاوا به عنوان یک نهاد عمومی حاکمیتی که نقش بازوی مشاوره‌ای دارد می‌پردازد. یکی از مهمترین مشکلاتی که در رابطه با تدوین برنامه راهبردی برای سازمان های عمومی با استفاده از مدل های رایج است زمانبر بودن آن است طی این تحقیق روشی چابک برای احصا مسایل راهبردی جهت تدوین برنامه راهبردی ارایه می شود. این پژوهش از نوع تحقیق کاربردی با رویکرد تحلیلی، اکتشافی و از نوع آمیخته است که در بخش اکتشاف از روش تحلیل تم و بخش تحلیل از دلفی فازی استفاده شده است. ابتدا با تجزیه و تحلیل داده‌های کیفی حاصل از 53 نفر از خبرگان حوزه، کارکنان، سازمان های بالادستی و مشتریان پژوهشگاه فاوا، مسائل راهبردی سازمان و وزارت فاوا شناسایی و سپس با روش دلفی فازی اولویت‌بندی شدند. نتایج بیانگر اولویت مسائل راهبردی زیر است: ثبات و شفافیت مأموریتی، نقشه، پروتکل و حکمرانی پژوهشی فاوا، ساختار سازمانی چابک و پویا، تأمین مالی پایدار و سریع، سیستم منابع انسانی جامع، نقش‌آفرینی در حل مسائل روز کشور. http://modiriyatfarda.ir/fa/Article/Download/26942
