In addition, Islam as the most complete religion, provide some values and tenets that could be used in the administration of the society and ruling based on them will lead to perfect felicity of humankind. Thus, in this research, the efforts were concentrated on the manner of influence of Islamic values and tenets and also achievements of human pure sapience on the various governmental plans. For this purpose a methodology was proposed for codification of governmental plans, so that Islamic values and tenets, and approaches based on knowledge and technology, will be used in a structured way in the design of directive elements (vision, mission, goals, qualitative and quantitative objectives) of a strategic plan. Furthermore, the proposed methodology was implemented in the design of directive elements of a strategic plan in the economic and social sector of government, and the results about the economic sector was reported in this paper. طراحی و تدوین اثربخش برنامه‌های راهبردی در سطح سازمان‌ها و وزارت خانه‌ها از ضروری‌ترین اولویت‌ها در جهت تحقق اهداف نظام اسلامی است. هم چنین دین اسلام، به عنوان کامل ترین دین، اصول و سیاست هایی را برای اداره جامعه ی بشری ارائه داده است که اجرای آنها سعادت بشری را محقق خواهد نمود. لذا در این پژوهش، تلاش شده است تا نحوه اثرگذاری مبانی و اصول ارزش‌های اسلامی در ارکان جهت‌ساز برنامه‌های حوزه‌های مختلف حاکمیتی تبیین گردد. به این منظور متدولوژی برای تدوین ارکان جهت‌ساز برنامه‌های حاکمیتی پیشنهاد شده است که از طریق آن اصول و ارزش‌های اسلامی به طور ساختارمند در تدوین اجزاء مختلف ارکان جهت‌ساز مورد استفاده قرار خواهد گرفت. همچنین متدولوژی پیشنهادی در تدوین ارکان جهت‌ساز برنامه‌های حوزه اقتصاد کلان کشور بکار گرفته شده و نتایج آن گزارش شده است. http://modiriyatfarda.ir/en/Article/Download/24392
