چکیده مقاله :
تصميمگيري اولين و مهمترين اقدام سازمان جهت دستيابي به اهداف است. سيستمهاي خبره یکی از مصادیق فناوری جهت پشتيباني از تصميمات سازماني میباشند. با توجه به نقش مهم شهرداري و تاثيرات مستقيمي كه تصميمات اين سازمان بر زندگي مردم دارد، در اين تحقيق به بررسی تاثیر قابلیتهای توانمندساز سیستم خبره و تاثیر آن بر تصمیمات سازمان شهرداری تهران در سطوح استراتژیک پرداخته شده است. تحقیق حاضر، یک تحقیق کاربردی و از نوع توصیفی-پیمایشی میباشد. جامعه آماری این تحقیق مدیران ارشد سازمانهای شهرداری تهران میباشند. برای سنجش متغیرهای تحقیق از دو پرسشنامه تصمیمات استراتژیک و پرسشنامه سیستم خبره مبتنی بر دانش استفاده شده است. برای بررسی روایی پرسشنامه از روش اعتبار محتوا و اعتبار سازه استفاده شده است. جهت محاسبه پایایی، ضریب آلفای كرونباخ برای پرسشنامه نخست 889/0 و برای پرسشنامه دوم 781/0 محاسبه گردید. نتایج آزمون مدلیابی معادلات ساختاری و آزمون فرضيات نشان داد كه سيستمهاي خبره بر ابعاد مختلف تصميمات استراتژيك شامل تشخيص ماهيت مسائل سازمان، قدرت ادراك تصميم گيران، ارزيابي تصميمات سازمان، پايايي تصميمات سازمان، شناسايي فرصت ها در تصميمات استراتژيك، اثربخشي تصميمات سازمان، و انتخاب راهكار مناسب تصميمات تاثير دارد. همچنين مدل نهايي اين پژوهش نشان داد كه سيستمهاي خبره در كل بر تصميمات استراتژيك در شهرداري تهران تاثير مثبت و معني داري دارند.
Decision making is the first and one of the most crucial actions of every organization to achieve its goals. Expert systems represent an example of technologies developed to support organizational decisions. Regarding the major role of municipality and direct effects of its decisions on people’s life, the present study was conducted to evaluate the influence of empowering capabilities of expert systems on decisions of Tehran municipality at strategic level. This is an applied study of descriptive survey type. Statistical population includes top managers of Tehran municipality. Two questionnaires including strategic decisions and knowledge based expert systems were applied in this study to evaluate the variables. Content validity and construct validity approaches were used to assess validity of the questionnaires. Reliability was assessed by Cronbach’s alpha coefficient that was calculated as 0.889 and 0.781 for the first and the second questionnaires, respectively. Results of structural equation modeling and hypothesis tests indicated that expert systems have significant influence on various dimensions of strategic decisions including identifying the nature of organizational problems, decision makers’ perception power, evaluation of organizational decisions, reliability of organizational decisions, identification of opportunities in strategic decisions, effectiveness of organizational decisions, and adoption of suitable approach. Moreover, the final model showed that expert systems have positive and significant effect on strategic decisions of Tehran municipality.
