Designing a Model for Policy Evaluation and Strategic Decisions in Iranian Universities

Abstract :
Policy evaluation can prevent policy deviation and strengthen them in order to achieve macro goals in universities. In order to evaluate policies, a coherent and clear model in various fields of education, research, culture, etc must be designing so that it is possible to systematically evaluate of policies and strategic decisions. The main purpose of this study is to provide a Pattern for evaluation of policies and strategic decisions in Iranian universities and their evaluation. Accordingly, firstly, existing literature was examined and the initial framework of concepts was extracted. Then, the interview protocol was developed based on the initial framework and interviews were conducted with 15 policy makers and professors of policy making in the Iranian universities. Then, by using the content analysis technique, the policy evaluation model was designed in 9 stages and approved by experts. Finally, based on the designed model, suggestions were made to the relevant authorities.
