      Expert workforce is one of the most important IT security assets that private and public sectors around the world are currently competing for. According to specialists, Iran is also facing the shortage of cyber security experts, which can lead to potentially serious problem. This study presents some solutions for this problem in Iran. In order to identify the solutions, literature was reviewed and semi-structured interviews were conducted through related various experts and specialists. Finally, strategies were prioritized by fuzzy analytic hierarchy process and solutions are investigated by importance-performance analysis. According to the results, specialists believe that workforce maintaining and training improvement are more important than other strategies. Training-recruitment plans, aptitude assessment plans, cyber security events and challenges, schools student targeted plans and improving policies and rules have been considered as more important solutions.       Despite the considerable number of small and medium size enterprises, their impact on the economic area is not remarkable due to the existing limitations in the area of financial resource, human resource, market accessibility and market information. Since most of the active enterprises in industrial clusters are small and medium enterprises, and considering that the characteristics of the industrial cluster affect the function of active enterprises within the cluster and these features facilitate marketing and export activities, One of the most significant ways to overcome these limitations is to organizing and strengthening of the powers of the small firms through the establishment of network and common collaboration between enterprises in the export area as well as the design of a model for the establishment of export consortia. In this research, the goal is providing a model for the creation of export consortia in the context of industrial clusters, information resources from semi-structured interviews with cluster development agent, managers of industrial units that involved in industrial clusters and the study of institutional documents, were collected. It identifies the dimensions, components and features that influence the establishment of a successful export consortium according to the grounded theory by doing open, axial, and selective coding. In addition, 205 concepts were categorized in the form of a model into 26 sub-categories and 6 main categories including causal conditions, main phenomena, executive strategies, underlying factors, confounding factors and consequences. By receiving expert opinions on industrial clusters and export consortiums with a successful or unsuccessful experience through statistical analysis of the questionnaire and using the Analytic Hierarchy Process (AHP) and through identifying the weight of each category and concept, their relative importance in the success of export consortia was discussed. The proposed model incorporates all the factors that contribute to the establishment of successful export consortia and can be used as a comprehensive model. Manuscript Document

      The current era is called the age of globalization, an era in which the competition of enterprises has surpassed the regional and national levels and is taking place at the global level. In the current competitive environment, countries in the world are seeking to improve their competitiveness, and one of the key questions in promoting competitiveness is the role of innovation and the business environment in enhancing competitiveness. In this research, to answer the above question, the countries of the world, based on the Global Competitiveness Report- between 2013 and 2018 and using clustering technique were split into four different levels of competitiveness, then using the PLS , the role of the relationship between innovation and the business environment in enhancing global competitiveness was analyzed at four levels of competitiveness. Based on the results of the research, the role of innovation in promoting competitiveness was not proven in countries with low level of competitiveness, but it was proved in three levels of competitiveness. According to other findings of this study, the relationship between business environment and innovation at all levels of competitiveness was significant and positive and the role of the business environment in enhancing competitiveness in all four levels of competitiveness was proven.       Objective: In Iran policymaking in higher education has been done by using a bureaucratic approach regardless of market and real demand for the disciplines, in recent years. Ignorance of the students’ priorities and their attitudes in choosing field of study has led to the unbalanced development of the higher education system and inability to respond to the needs of society. The aim of this study is to identify, evaluate and model effective factors in the utility of disciplines based on students’ attitudes. Methods: In this exploratory study, the private utility factors of disciplines from the students' points of view, in Tehran universities, were identified, categorized and analyzed simultaneously using Partial Least Squares Structural Equation Modeling technique (PLS-SEM) and Smart PLS 3.2.9 software. Results: The initial model of private utility of disciplines in this study had 5 constructs and 29 indicators, while the final model includes 3 constructs and 13 indicators. Finally, in addition to multi-group analysis for some nominal variables, the model and Private Utility Function for disciplines were presented. Private Utility Function can be used to measure and compare disciplines utility scores. Conclusion: This study contributes to the need for demand analysis of disciplines in policymaking in higher education. The final model showed that the private utility of disciplines depends on 3 constructs: field-characteristics, university-characteristics and job-characteristics. The students declared that only 13 of 29 indicators, were asked for, are important in choosing a field of study and the cost is not an effective variable. Based on the results, it is suggested that higher education policymakers focus on the constructs and indicators in order to lead students to prioritized area in development programs of country and manage the demand for other disciplines. Since, the cost was not an important variable in final model, financing policies for disciplines could be revised to optimize the government budget allocation. Manuscript Document

      Today, with the progress of science and the increasing trend in complexity of technological processes, cooperation between organizations is among their significant strategies and their public policies in technology development all around the world. So, success in the world today is obviously dependent on utilizing technology. Technology transfer is just one of the fields in implementation of technology management, which requires a broad and delicate vision. For this very reason, this research deals with recognizing and ranking the parameters influential in technology transfer in the automotive battery industry, to reach manufacturing world class. In the first part, effective indexes in assessing technology transfer methods in the automotive battery industry section were recognized and within the second part, Weighting coefficients related to any individual index were calculated through implementing fuzzy step-wise weight assessment ratio analysis (SWARA) decision-making method and then, in order to implement the proposed model, the methods of technology transfer were evaluated and their final prioritization was calculated utilizing the combined method of GRA-VIKOR relation analysis under the fuzzy environment .According to the results of the fuzzy step-wise weight assessment ratio analysis (SWARA) method, three influential factors in evaluation of technology transfer methods in the automotive battery industry were introduced as “he management style development”, “the strategic consequences” and “the cost effectiveness”. Finally, based on the results of the proposed method, the transfer method of “joint investment” was recognized as the most suitable technique for technology transfer in this industry, and through this method, all the managers and policy-makers can focus all theiractivities based on this system.       Nima system is an integrated system of foreign exchange transactions. Nima is a platform system that has been designed and implemented with the aim of managing the foreign exchange market. In this system, on the supply side, exporters can sell the currency from their exports, and on the demand side, importers can request to buy foreign currency. Identifying effective actors in each of these markets can have a positive impact on the policies of the main market maker of this system, the central bank.Using social networks analysis (SNA) tools can be a good way to achieve this. Since in these networks each of the actors can only have one of the roles of "buyer" or "seller" and there is only the possibility of trading and communication with the opposite role, these networks can be called bipartite networks. As a result, the usual approaches to identifying effective actors for these networks will not be usable. In contrast to standard approaches, we used a weighted projection algorithm to solve this problem. After projectting each of the two networks of foreign exchange supply and demand, four new networks are created, including the network of seller-exporters, buyer exchange offices, buyer importers, and seller exchange offices. Then We will try to make a method to score and rank the nodes. As a result of the implementation of the algorithm, a ranking was provided for the nodes, based on which the node with the highest rank will be the most important node in our network. Finally, in order to make suggestions to the policymaker, by analyzing the results of the ranking, questions about effective market players were answered. Manuscript Document

      There is a difference in the technology development model between developing and developed countries. In developing countries, it commences with learning the technology from innovations takes place in developed ones. Thus, the driving engine of technology development in late countries is learning the technology instead of providing innovation; in the way that the core of activities, organizations and communications are all concentrating on learning. The combination of virtual and real world has created a concept named as Industry 4.0. Nowadays, the application of Industry 4.0 in different scopes is expanding; applying it there requires setting a roadmap. This research aims to propose a learning-based roadmap for the application of industry 4.0 (especially the Internet of Things) in the sale and distribution of healthcare products. Here, there has been used the learning-based roadmapping method, the process of which is explained in eight steps. Two groups of a distinct expert panel including the business industry and technology industry contributed to this research; the Delphi method has been used to guarantee the convergence. The paper’s result can be used as a pattern for deployment in other related fields and secondly guidance in the industry to estimate required funds in the sale and distribution of health care products.       Urban growth is a vegetative process that crystallizes as an accumulative process, shaping the city spatial structure over decades. In this way, current activities are deposited on the urban fabric through Building, and improve and develop the urban form in response to the changing needs of its time. Since the Building custodian at the Urban level is the Urban management; and governance is a central issue on the path to sustainable development; the research’s problem is "What are the necessities of [Tehran’s] urban building management system in Iranian researchers’ representations". In this regard, the scientific descriptions of Iranian experts on the realities and desirability of the urban Building management system are considered as a face of truth; and the researcher, in order to understand it, uses the thematic analysis strategy as one of the qualitative methods. In this regard, out of 789 sources updated in the Iranian scientific databases, 65 were systematic sampled. The results of this fundamental research showed that according to Iranian experts, the urban building management system of Tehran can be considered as "Tehran’s Building Governance", when it has a Reliable, Remarkable, and Respectable. In other words, by pursuing "fair, balanced and empowering growth", it has sought to "solve the physical and spatial problems of the city of Tehran" in order to achieve "sustainable and affordable product"; and follows this path by "relying on endogenous capacities based on local values" by a "cooperative, efficient and collectivist organization" and in "facing the legal-executive challenges of Tehran’s urban management".       this research is going to identify and rank the factors influencing on user experience from proposing systems in online environment. This research is functional in terms of its purpose, and it is a descriptive one in terms of information gathering. The statistical population of the study was all users of DJ's internet store, who have used the services of this store in April and May of 2018. To determine the sample size, the Kumer and Lee patterns were used, the sample size was 500 and 458 of the samples in questionnaries were completed and obtained. Sampling method was used to select the members of the statistical sample and the data were collected by using both library method for reviewing the literature and the field method for distribution and collection of questionnaries. Validity of the questionnaries was measured by experts and reliability was confirmed by cronbach's alpha. Data analysis was done by exploratory factor analysis using spss software. The findings of this study showed that user experience includes 13 dimensions. To test the dimensions, a one sample T test was used. Therefore studying these dimensions showed that all dimensions are in good condition. Shannon Entropy was used to rank dimensions. Manuscript Document

      These days based on the feature and variety of cultural and educative organizations designing the knowledge management components in accordance with strategy are different and the main strategy of organization improves the synergy of organizational knowledge. Success of a cultural and educative organization relies on applying an appropriate pattern of knowledge management in ruling that organization. A variety of factors may affect designing the strategic pattern of knowledge management that noticing to them may be a key issue in designing successful pattern of knowledge management. The aim of this research is to identify the fundamental components of knowledge management in Tehran province’s prison organization that may have an effect on designing an appropriate strategic pattern of knowledge management in cultural and educative affairs. For identifying and extracting the aimed components the qualitative method is chosen based on the explorative nature and complexity of different dimensions of research. For gathering information from the society of this research that include cultural bosses, employees and prisoners of cultural affairs the deep interview is used. The experts are chosen by using purposeful sampling method and theory. Data analysis shows that after 19 interviews the categories reached to a theoretical saturation. Findings show that 20 components including explanation and dissemination of organizational culture, knowledge oriented strategy an policies, patterning, role of leadership, importance of human resource, appropriate infrastructure of technology and information, evaluation processes of role, organizational structure, experts’ network, assigning rewards and incentives, educational programs, cooperation and teamwork, difficulty in accessing knowledge, knowledge management architecture, reengineering, clarity, trust, systematic relationship with stakeholders, knowledge strategies, importance of recording saving and documentation of knowledge are identified. Conclusion: Designing strategic pattern of knowledge management in cultural and educative affairs of Tehran’s province prison organization may be successful in case the identified components find establishment and to be used in that organization concerned.       Developing a roadmap for an organization creates a clear path to a series of goals and visions for the future. Organizations use roadmap as a tool for variety of strategic objectives and the reason of this, is the diversity of approaches and techniques in this field. Roadmap helps companies, industries and organizations to map what they need to do to succeed in the future. Planning for supply appropriate human resources for the organization's future is one of the key and strategic decisions making for the organizations. In general, the purpose of succession planning is the preparation of talented individuals within the organization, to fill key, delicate and strategic jobs. Therefore, planning to build an integrated model to replace the old forces in any organization is inevitable. Therefore, in this paper we have tried to draw a comprehensive roadmap for the implementation of the succession planning as a roadmap for the survival of the organization, as well. A case study in this paper is the Iranian Gas Transmission Company, district 3 and with respect to the company's strategic importance to the country from different aspects affecting the sustainable growth, the development of roadmap for the future of this organization has been on the agenda.       This article firstly tries to identify the various dimensions of successful implementation and development business intelligence as a set of technologies and processes that promote the procedure of the decision-making in the organization. Next, the effect of these dimensions on the process of decision-making in Eghtesad-e-Novin Bank, as a financial organization in which the speed of decision-making is of importance will be discussed. The criteria are the cultural, strategic and environmental factors, human resources and business intelligence tools the effects of which are discussed on the variable of "the latency in decision- making" in four divisions of organizational decision environment. The research methodology is mixed in this research and for this purpose in the qualitative part, the different dimensions of success in implementation and development business intelligence were extracted on the quality of decision-making with the Delphi technique by using the method of interviews and open questions in three stages and with the snowball method with the opinions of 18 experts. In the quantitative part, the priorities were determined with the help of the Analysis Network Process and Super Decision software. Finally, the main questionnaire has been finalized for the distribution among 90 personnel of different levels of the development and implement of business intelligence systems and the direct users of these systems in the organization. With the help of Smart Plus software and structural equations, as well as the effect of research variables on the reduction in the latency in decision-making, the relevant assumptions have been examined in a descriptive and survey manner with factor analysis. The proposed factors and models for evaluating business intelligence presented in this article help organizations, especially financial organizations in which speed in decision-making is of particular importance, to promote decision-making and minimize possible latencies in decision-making.       Nowadays, in the competitive market, for survival in the global and local competition, companies are required to improve the quality of their goods and do not limit the improvement of the quality of their products to a series of characteristics and features to attract the customers’ satisfaction.       Investment decision, have always has been one of the most important issues. Investors are trying to achieve the highest efficiency and the least risk by selecting the best companies from Among a wide variety of companies considering to various financial indicators. Accordingly, today, there are many ways to analyze the data from this company. One of the ways is clustering that classification of the companies. However, the present study aimed to identify and distinguish successful from unsuccessful companies in Tehran Stock Exchange has been done using K-means clustering. Then this problem is solved using meta-heuristic algorithms. The results indicate that meta-heuristic algorithms compared with conventional methods, more efficient and have led to a global optimum.       The Iranian people, led by Imam Khomeini revolted for the establishment of Islamic rule. Today the world's ‎dominant discourse is democracy and for this purpose, the nature of the government of Iran became Islamic Republic that ‎democracy is form and Islamic is terms of content of government. Due to the lack of experience of Islamic countries in ‎democratic, western systems of governance was accepted to implement democracy. For Islamization of the government, it ‎placed the Supreme Leader at the head and the Guardian Council supervisory of parliament. Now, after nearly four decades ‎is essential to be revised in the governance structures. If there is a fault in the system should be desgined a system based on ‎religious approch and according to the conditions implement that in the absence of Imam Islamic roles should be ‎implemented. ‎ The study based on religious principles, characteristics of Islamic government and conditions of our country a ‎model for implementing religious government is designed. Content analysis method is used to obtain principle that should ‎be considered in the design of governance structures. Various techniques have been utilized to improve it, which one of the most widely used methods to solve these problems is artificial neural network. The purpose of this study is to systematically review the various applications of artificial neural networks in solving the problems of different parts of the supply chain. Hence, by using the literature review, the key vocabulary of the link between the two domains was identified. Using the keywords extracted from the research literature, a search was made between the Scopus databases and Web-based Science. By searching in these databases, articles related to the application of artificial neural network in different areas of supply chain have been extracted. Finally, the articles were filtered using a variety of tools and then high-ranking papers were identified. Using important articles identified, various categories of artificial neural network applications were implemented in supply chain management.       Achievements and research findings could n't be a factor for creation of wealth and welfare for society until they will be commercialized. So the creation of contexts for commercialization, not only provides significant economic value for organization, but also leads to economic and technical growth of community. In this study, the challenges and success factors of commercialization for research achievements will be identified and ranked. This research in terms of the objective is applied research, and in terms of how to gathering data, is descriptive survey. First, by the literature review and use of expert’s opinions in the Institute of Communications and Information Technology and using the Delphi technique, 11 challenges and 19 success factors for commercialization of research achievements were identified. For measuring the consensus, Kendall's Coefficient and for ranking the factor the Friedman test are used. The results show that the most important challenges are "weak laws protecting intellectual property, economic barriers, lack of commercialization strategies" and the most important success factors are "requiring faculty to estimates business plan for their new research propsals, intellectual property protection, and effective communication between universities and industry".
