        Design of an effective strategic plan in the level of national to regional, and from ministries to governmental organizations is one the most essential priorities in the realization of national policies and goals. In addition, Islam as the most complete religion, provide some values and tenets that could be used in the administration of the society and ruling based on them will lead to perfect felicity of humankind. Thus, in this research, the efforts were concentrated on the manner of influence of Islamic values and tenets and also achievements of human pure sapience on the various governmental plans. For this purpose a methodology was proposed for codification of governmental plans, so that Islamic values and tenets, and approaches based on knowledge and technology, will be used in a structured way in the design of directive elements (vision, mission, goals, qualitative and quantitative objectives) of a strategic plan. Furthermore, the proposed methodology was implemented in the design of directive elements of a strategic plan in the economic and social sector of government, and the results about the economic sector was reported in this paper Manuscript profile

This study methodology is descriptive-analytic, and also applicable, and has used a questionnaire to data gathering. Statistical society includes staffs of electrical Company in Yazd.         In focused تحقیق و توسعه markets, research projects are directed furtively, and contenders know almost no about the advancement of opponents. How a firm decides to apply its working choices passes on data to market members, among these its rivals. The real options exercise technique is an essential data transmission component. Pariahs find out about the absence of activity by contenders and can fuse it into their guesses about the rivals' sort. This endeavor to gain from contenders’ activities will specifically influence the harmony exercise methodologies. In this paper we expand a model to consider finite horizon real option games under incomplete information with various parameters. In incomplete information games firms’ actions express significant information about profitability to contestants. The encapsulation of this information proposed original blocks in models with strategic interactions. This is because of circularity where best exercise decisions are based on previous decisions taken, which at a given time are quiet to be mentioned because about the dynamic programming principle. We expand an extended version of the Least Squares Monte Carlo algorithm to confront these results. The model can aid in understanding the relation between strategic optionality and information besides how this influences the best decision policy and its value results.         Many enterprises Nowadays, face with big competing and risk in the market which is the result of innovation in technology and continuous changes of customer needs. In such circumstances, getting direction to agile structure is the fastest way to adapt.Absolutely service provider enterprises are not exception.To identify the model of agility in service provider enterprises, a literature review is done and the result is verified by the experts. Critical success factors of agility in service provider enterprises are identified using exploratory factor analysis in 11 main groups: integrating supply chain components, upgrading quality and flexible services, responsig and sensitiveness to market, customer based design and development of servives, human skills and customer satisfaction development, innovative strategy and solving strategic problems, developing services, dynamic and flexible planning, concerning market and organization financial situation, using IT infrastructure, updating competitors and suppliers data. Using thses factors, managers of these enterprises are able to increase responsibility and market share.         The Lack of project knowledge management in projects results in organizational knowledge fragmentation and loss of organizational learning. Due to importance of knowledge management in project based organizations, a knowledge management model with six hierarchical-levels is presented in this article indicating the time line for knowledge management and the extent of knowledge to be captured, acquired and shared. Level zero is equivalent to post-project reviews. Since the potential value of reuse of incident knowledge is declining over time, it is proposed in the second level to manage planning and implementation (execution, control and monitor) knowledge during each project phase respectively, conveying the concept of time value of the knowledge. The third level encompasses ten knowledge management areas in project management. The fourth level shows that the relationship between KM model dimensions and organizational intellectual capital. Knowledge maps role is apparent in fifth level. Finally, an implementation roadmap, including ten steps is presented. Since the proposed roadmap has its root in concepts and features of the proposed KM model, it could facilitate implementation of the KM model in project based organizations and lead to in-time knowledge management, project cost reduction and flourishing organizational learning. The research conducted in a project based organization in private sector, playing an active role in a wide range of services; engineering, procurement, installation, construction and commissioning in oil, gas and petrochemical projects.         One of the concepts that are presented in most of areas is sustainable management where human, social and environmental aspects are considered besides of economical impacts. One of the social aspects is agility of relief operations in emergency situations. To achieve agile management in such circumstances, a generalized model of the capacitated covering tour problem with the possibility of direct aid to the affected areas with hard time windows is provided in this study. The injured areas might be covered by relief centers or can be operated by a direct relief from the central station by special vehicles. To improve the model and management the time, constraints of hard time windows have been added to the model. This would prioritize the management of relief operations in injured areas due to the severity of the damage on them. The purpose of this study is to determine the optimal set of established relief centers, distribute rescue teams and relief aid from the central station of the bases, and also deploy relief teams to the disaster that is not covered by any relief center in optimized cost and time. A mixed integer programming model is developed and a genetic algorithm is proposed to solve the model in large and medium instances. The results of numerical examples confirm the validity and effectiveness of the genetic algorithm. Manuscript profile

        The sense of separation and alienation from government agencies and citizens believe that the authorities and government agencies in their self-interest and the distance people are looking. A government agency can not be judged solely on the basis of good service, but the organization must take responsibility-political, environmental and social good. Government agencies have recently started a new generation of reforms that the general rule is named. This article, based on a qualitative study using data from the Foundation's strategy to study the factors influencing the formation of public governance in the province's public agencies.         A lot of methodologies for evaluation of the lean transformation have been proposed in the literature, but just a few of them explicit relations among the components of the lean enterprise transformation, with focusing on the priority and identification of the relative weight of each element on the lean transformation have been considered. Therefore, we try to quantify those relations in this study. So, to structural investigate the relationships among the elements, a model is proposed that presents a novel comprehensive insight to the lean transformation process. This study proposed an analytic modeling approach in the lean enterprise transformation to identify the weights of the elements. The goal is to operationalize the highly qualitative relationships among the lean transformation components. In this paper 32 effective factors in lean enterprise transformation, identified as "sub sub criterion" were grouped into eight categories classified as "sub criterion". These eight sub criteria classified through 3 criteria in the higher level which are “organizational asset development”, “quick adaptation to markets and competitive superiority acquisition” and “supply and distribution network optimization These three criteria were proposed as the major criteria involved in "delivery value maximizing", and ultimately, the value maximizing recognized as the main target of the lean transformation in companies. Fuzzy DEMATEL technique and fuzzy analytic network process modeling are used to determine the relationships and the relative weights of each component and then with fuzzy VIKOR method, 25 identified solutions related to conceptual model were ranked for implementing the lean transformation which regard the organizational purposes and the weights of the end level parameters of the conceptual model in a proposal framework. The present evaluating lean enterprise transformation is a comprehensive model that can be applied to different production industries. This model also was investigated in automative parts industry.
