      Moving towards information age which is the undeniable reality of third millennium, is more fundamental than conventional imaginations about the rise of computers or virtual spaces number only. In this era, a considerable share of intra and inter-urban communications done by Telecommunications, which is not only independent from geographical and physical environment, but also is completely intangible and invisible. Significant advances in telecommunications and undermining of time and distance constraints, in one hand, dominate a new logic –space of flows- on world geography and in the other hand, define the future city as an integrated physical- virtual phenomenon. Now the key question is that in such situation, to what extent the conventional methods in urban management based on only physical reality of cities, can manage and plan the new trends of future physical-virtual city? In this research, with a fundamental approach and analysis-based method, first we clarified the main features of current management and planning by studying the basic principals of industrial society. Then by comparing these with changes in the information era, the conformation of conventional methods has been evaluated. The research shows that these methods mainly don’t have enough correspondence with the principals of the new age. This leads to decrease in the efficiency of such patterns for the future city. These Incompatibilities have been explained as three challenges faced with current management and planning methods: challenge in concepts, challenge in method and challenge in indicators. In such circumstances, getting direction to agile structure is the fastest way to adapt.Absolutely service provider enterprises are not exception.To identify the model of agility in service provider enterprises, a literature review is done and the result is verified by the experts. Critical success factors of agility in service provider enterprises are identified using exploratory factor analysis in 11 main groups: integrating supply chain components, upgrading quality and flexible services, responsig and sensitiveness to market, customer based design and development of servives, human skills and customer satisfaction development, innovative strategy and solving strategic problems, developing services, dynamic and flexible planning, concerning market and organization financial situation, using IT infrastructure, updating competitors and suppliers data. Using thses factors, managers of these enterprises are able to increase responsibility and market share.       One of the concepts that are presented in most of areas is sustainable management where human, social and environmental aspects are considered besides of economical impacts. One of the social aspects is agility of relief operations in emergency situations. To achieve agile management in such circumstances, a generalized model of the capacitated covering tour problem with the possibility of direct aid to the affected areas with hard time windows is provided in this study. The injured areas might be covered by relief centers or can be operated by a direct relief from the central station by special vehicles. To improve the model and management the time, constraints of hard time windows have been added to the model. This would prioritize the management of relief operations in injured areas due to the severity of the damage on them. The purpose of this study is to determine the optimal set of established relief centers, distribute rescue teams and relief aid from the central station of the bases, and also deploy relief teams to the disaster that is not covered by any relief center in optimized cost and time. A mixed integer programming model is developed and a genetic algorithm is proposed to solve the model in large and medium instances. The results of numerical examples confirm the validity and effectiveness of the genetic algorithm. Manuscript profile

A government agency can not be judged solely on the basis of good service, but the organization must take responsibility-political, environmental and social good. Government agencies have recently started a new generation of reforms that the general rule is named.       The Urmia Lake is the greatest lake in Iran and the second saline lake in the world. This ecosystem contains a wide numbers of animals and plants. Urmia Lake has placed in the northwest of Iran and has economical, social and environmental importance for local people. Unfortunately, in recent years, various and complex problems have decreased the level of water in Urmia Lake strongly and deteriorate the future life of this lake significantly. However, in the last decade, more than half of the lake area has changed to the salt plains. Many researches address the Urmia Lake crises in recent years; however, most of them are unable to model the dynamism of Urmia basin as a whole system in long-term period. In this paper, the critical factors affecting the reduction of Urmia Lake water level are defined. In addition, a system dynamics model, which is able to illustrate the behavior of the whole system of Urmia Lake, is proposed. The developed model is validated through comparison analysis and the derived results show the high accuracy (around 97%) of the proposed model. Three policies are proposed and evaluated to increase the water inflow and Lake level. The simulation results show that the hybrid policy has more efficiency than the other ones. Also, a prediction of Urmia Lake volume is proposed based on model till 1405. Manuscript profile

      Today, in manufacturing or service organizations, customer satisfaction is considered as an important criterion for measuring the quality of their work, and this trend is rising, so that customer satisfaction is one of the main dimensions of quality management systems and models of excellence. The state-owned companies such as regional water companies are no exception. the present study, in addition to measuring customer satisfaction in regional water company of Razavi Khorasan, Approach to water conservation and the use of the customer satisfaction index, Strategies to create and increase customer satisfaction provided. The results show that overall customer satisfaction rate from company is about 60 percent, that In the meantime highest levels of satisfaction is for component of responding to complaints and problems. In addition, using a matrix of performance analysis, company's strengths and weaknesses were identified. The results show that company in most components of satisfaction has the relative weakness.       Participation in the meetings devotes a large part of the managers’ time. There are different viewpoints about necessity of the organizational meetings. It is an inevitable fact that the meetings have an important role in the organizations. It is very important to make these meetings effective in line with organizational goals. The employees and managers that are involved in such meetings are who need to have expertise. This is why that the present study was aimed to analyze the factors contributing to the effective meetings in Isfahan Gas Company. The statistical population of this study includes all of the participants in Isfahan Gas Company’s meetings. From 42 effective meetings that have been done in this company, 22 of them have been selected as statistical population with 200 participants. A sample of 127 employees has selected based on Morgan sampling table. In order to collect the research data, a self-administrated questionnaire has been employed. Both face and c ontent validity have been used for examining and confirming validity of the questionnaire. For this purpose, the academics and professional experts from University of Isfahan and Gas Company have been asked to review the questionnaire. Also Cronbachs’ Alpha Coefficient has been employed for examining reliability of the questionnaire. The coefficient of 0.89 confirmed reliability of the questionnaire. Also Kolmogorov-Smirnov test has been employed for examining normal distribution of the research data. The results of this test confirm normal distribution of the research data. Also confirmatory factor analysis has been employed for confirming research model in Amos. In order to answer the research questions, one-sample t test has been used in the SPSS. The results of this study revealed that none of the factors contributing to the effective meetings in this company were not in favorable conditions. Based on the results, planning, pre-meeting preparations, meeting guidance, a nd conclusion are the main factors that were not in favorable conditions. The results of Freedman test indicated that planning is the most important factor and conclusion is the least important one in the effective meeting from participants’ perspective. Finally, the results of analysis of variance (ANOVA) showed that there is not any significant relationship between employees’ demographic characteristics and their contribution to the effective meeting.       The purpose of this research is an experimental study in servicing sector (Parsian bank) for investigating the relation between organizational learning culture and job satisfaction and their relation with customer satisfaction which is used from Pantuakiz and Borenta (2013) model. In this model the relation between organizational learning culture and customer satisfaction with considering job satisfaction mediating role is investigated. For research investigation a sample size containing 234 people, working in Parsian bank branches in Tehran is taken in cluster random of sampling type. Collecting data of standard questionnaire with 21 questions which its validity and reliability is confirmed is done by distributing it among statistical population. Analyzing of data is done by descriptive statistics and statistical inference. In descriptive statistics section indexes including frequency index and percentage of frequency index and in statistical inference section, indexes including correlation methods and structural equation model are used respectively for path analysis. In this regard SPSS and LISREL software are used. The results of analysis shows the relation among organizational learning culture and customer satisfaction and job satisfaction. Generally, Parsian bank ability directly or indirectly to satisfy its customers is linked through its employees' effective and continuous effort and their job satisfaction. With human society development, urban areas and Metropolises have not been safe from destructive effects and consequences of disasters. In addition to intensity and extent of disasters, vulnerability of societies has remarkable dependence on proper urban infrastructures, strong structures, preventive programs and appropriate preparation in emergency-related organizations. Occurrence of an onset disaster like earthquake, usually leads to secondary damages in urban areas; they happen for an obvious reason and have specific outcomes. Identification of all significant reasons and consequences results in creating a vulnerability map for urban wards which could be a useful basis for preventive programs. On the other side, one of the most effective and efficient approaches to create preparedness and response plan disaster management organizations, is designing a relief chain with proper logistic modules and devoting responsibilities to authorities, based on data achieved from damage estimation studies. Hence, in this paper, a sequential approach is used to apply geographic information system and eliciate experts' knowledge of urban areas so as to create both damage estimation and vulnerability maps; These information. The researcher-made questionnaire was used to measure the variables of study. The reliability of the questionnaire was determined using Cronbach’s alpha test (α=0.91). The face validity and factor analysis was considered as validity of research. The result showed that dimension of citizen satisfaction with service quality of Shiraz҆ urban parks are Aesthetic and visual aspects, Park amenities, facilities and services, Physical health and safety of park, Social and psychological safety and Dynamic management of the park. Also the most satisfaction level in related to Jannat park and the least satisfaction level in related to Koohpayeh. In other hand, action diagrams indicated municipal of Shiraz almost in all of satisfaction criteria has low performance those requiring immediate improvement efforts for removing these weak points. Evaluating the performance of the corporate sector is usually synonymous with the effectiveness of activities. One of the methods used to assess is fast evaluate. And other quantitative performance Assessment methods, data is envelopment analysis that relative to assessment of performance pay. Given the importance of evaluating the performance of municipalities, this study provides a combination of performance assessment using data envelopment analysis and rapid assessment are discussed. For this purpose, in the first chapter the words of the issue has been discussed and explained the objectives and research questions. In the second chapter the research literature and research methods described in Chapter III. In the fourth chapter the index has been developed for the rapid assessment to evaluate areas of the municipality. And by providing rapid assessment of tick box of municipalities was discussed. Which formed DEA model to evaluate the relative performance of municipalities and the number of performance in each region were determined. Then by sensitivity analysis on the model input data envelopment analysis to prioritize rapid assessment indicators, and then use the same method to determine the priority region of the municipality was the ideal option. After the above steps, in the rapid assessment survey regions 6, 11 and 12, respectively ranked first and the third & in evaluating the performance of the municipal regions of the DEA BCC using the input, the number of functional regions, including six regions units 4, 5, 8, 13, 14 and 15 were identified and in combination with problem solving method returns to scale the number of functional regions, including four units, the regions 4, 5, 8, 13, 14 and 15 were determined. After sensitivity analysis of the input variables in BCC, The effect of varying complexity and diversity management practices and continuous improvement and effective management also vary in SBM 's been more than others. The results of the rapid assessment approach by prioritizing organizational units similar to the ideal option indicated that the municipal zone 11 has a minimum distance with the ideal option and has earned first place and then in the region 6 won the second prize. One of the most strategic approaches to decrease the problems of Tehran as a centralized capital city is decentralization. In fact, decentralization not only leads to progress, growth, and social development for other cities of the country, but also enhances the capital administration. In this research we discuss that information technology management can lead to decentralization of Tehran with the minimum challenges and costs. Also, it can help the capital administration. Hence, in this paper, with interdisciplinary approach we first investigate the attractions of Tehran, and then apply an analytical hierarchy process (AHP) method to rank the attractions. Finally, we highlight the factors which can reduce the number of visits to Tehran by developing information technology. In fact, we propose the use of information technology to provide these attractions available in the other cities. Pairwise comparisons of attribute preferences are determined by experts from public and private organizations. The research findings shows that information technology not only has a significant effect on traffic reduction and optimum administration of Tehran city but also cause a much fare assignment of Tehran facilities to the other cities in the country.       The aim of this paper is to present an optimization model in order to make a strategic plan to develop hydrogen refueling stations in a city when Origin–Destination (OD) data are not available. This model assumes two objectives: maximizing the traffic covered by the selected hydrogen refueling stations and minimizing the average distance of the city’s inhabitants to the nearest hydrogen refueling station. As OD data are considered to be unavailable, positioning the stations in the highest traffic zones is avoided by a new constraint that takes into account information on the distribution of existing conventional refueling stations. This model is applied to Mashhad of about 3 thousand square with a population of around 3 million.       The purpose of this research is to present a pattern regarding lay-off in local organizations (a case study about municipalities of Esfahan province) and also to analyze the impact of structural, behavioral and individual factors on lay-off and its aspects. The method used to do this research is descriptive and correlative .The method used to collect information is mixed (qualitative and quantitative).In the first stage (qualitative approach), the subjects were 22 experts who had suitable information about the issue of lay-off. A lay-off pattern and the influential factors on lay-off were designed using the fuzzy Delphi method and also fuzzy logic. These two methods were used to have more correlation between the views of the experts. Then, in the quantitative part, a questionnaire was designed in order to evaluate the pattern and then after reviewing the validity of the questionnaire through Exploratory Factor Analysis, it was given to some managers who, based on Judgmental Sampling, had been chosen out of managers of branches and units of municipalities in Esfahan province. The relationships between components of the model were reviewed using structural equation model. The findings demonstrated that the hypotheses were confirmed and the effect of individual, behavioral and structural factors on lay-off, the mutual effect of behavioral and structural factors and also the effect of individual factors on structural and behavioral factors are meaningful and direct.To this end, municipalities can take the right decisions, which are based on the views of experts, about the time of lay-off, the branch or the people who are going to be laid off and also the influential resources in lay-off.       The main objective of this research is to develop a performance measurement system for a desired urban transportation system based on its values, mission, and vision. Based on investigating of different performance evaluation models, the performance measurement system was designed through Balanced Scorecard (BSC). Prioritization of Balanced Scorecard perspectives and indicators was also conducted using Analysis Network Process (ANP) and questionnaires collected from the expert team. Nominal group technique was used by the expert’s team to determine and confirm the results. In addition, to determine performance evaluation indicators, related literature, general policies, successful experiences and scientific breakthroughs were considered and the opinions of experts were extracted in consecutive meetings. Eventually, development of a sustainable, Justly, safe, economical, fast, and comfortable transportation system, with maximum efficiency and minimum Undesirable effects on human health and environment, were defined as the most important values, and the missions of transportation managers have defined accordingly. Training, demand management and the average level of managers’ education and experience were selected respectively as the most important evaluation criteria in urban transportation measurement.       In urban management area, modeling and proposing new solving approaches to optimize different related transportation problems, is one of the most important and challengeable subject. In the literature, researchers have considered different problems related to public transportation and urban traffic, waste management, rescue and crisis, and even urban tourism in this context, and have discussed these works have caused decreasing costs, increasing rapidity and ease of transportation, decreasing pollution, and accelerating movement to build a sustainable city. This paper proposes, describes and models a new type of Orienteering Problem (OP) which has high level of compatibility with urban transportation problems, and in which the time horizon is not constant and changes depending on the events and conditions of visiting vertices.       In all new models of quality, customer satisfaction is a prerequisite for achieving financial goals. A reliable indicator to measure customer satisfaction and analysis of its results can provide a comprehensive picture of the company's performance and timely planning for managers. In different models of customer satisfaction measurement, there are different evaluations between complaints; customer trust and customer satisfaction. Municipalities are the important organizations in municipal services and management of each city. In this study, the relationship between customer satisfaction and customer complaints and trust in the municipality of Tehran has been investigated. The statistical pool of the current research is divided in two groups; first, are deep interview with 38 managers and connoisseurs to assessing and measuring customer satisfaction level in municipality's activities. Second, are 450 questionnaires that distributed in customers. 420 questionnaires were returned with usable data. The method of data analysis is using Structural Equations and their evaluation by confirmatory Factor Analysis method using Lisrel software and also, comparative studies were performed using SPSS software. The results showed that customers' expectations, perceived quality of services and their mental image had a positive and significant effect on customer satisfaction in Tehran municipality. Also, customer satisfaction has a positive and significant effect on trust and negative relation with complaints. Manuscript profile

One of the main reasons for PPP agreements is to improve efficiency and quality in the delivery of public services, as well as to boost investments for expensive projects, which should be given more attention in Iran. This research is aimed at identifying effective factors in the success of public-private partnership Urban Civil Infrastructure Projects in Tehran Municipality and providing its model. The research method in this research is Applied, Field, Exploratory, Descriptive and causal. The statistical population of this study is all internal and external stakeholders are influential on private sector investment in Tehran Urban Civil Infrastructure Projects plans. In this study, using a questionnaire based on experts' opinions and research literature, data were collected and analyzed through Exploratory Factor Analysis. Factors affecting public-private participation in Tehran urban civil engineering projects and related model were extracted.       The objective of this research is the design of a development process of urban entrepreneurship in workingwomen in Tehran city. The current research has a qualitative approach and utilizes the theory based on data. After selecting 14 outstanding urban entrepreneurs and woman using targeted sampling and semi-structured interviews, the data ware acquired. Then analyzed in three stages of selective, axial and open coding, leading to the identification of 4 main branches with 41 sub-branches.       Today, social media has become an opportunity for organizations and tourism destinations and regarding to the importance of Customer Loyalty, Organizations are always looking for ways to reach this kind of customers. To the extent that some researchers believe that positive interactions between customers with each other is one of the most effective and efficient ways to create loyalty to the organization. The present study seeks to evaluate the impact of passion on social media on the intention to revisit tourists with the mediating role of customer interaction with customer. The present research is practical in terms of purpose and descriptive survey in terms of method. The statistical population of the study is the tourists of Isfahan City in the first six months of 1398, whose number was estimated to be 210 by simple sampling method and through Cochran's formula. A researcher-made questionnaire was used in order to gathering information. Statistical analyzes were performed using SPSS and Amos software and the regression method was used in the hypothesis path analysis test. The findings show that, in general, the desire to work on the Facebook social media affects the intention of visiting tourists. And when the mediating role of the interaction of the tourist with each other is also considered, this effect still exists and in some cases this effect will be even greater.       Urban growth is a vegetative process that crystallizes as an accumulative process, shaping the city spatial structure over decades. In this way, current activities are deposited on the urban fabric through Building, and improve and develop the urban form in response to the changing needs of its time. Since the Building custodian at the Urban level is the Urban management; and governance is a central issue on the path to sustainable development; the research’s problem is "What are the necessities of [Tehran’s] urban building management system in Iranian researchers’ representations". In this regard, the scientific descriptions of Iranian experts on the realities and desirability of the urban Building management system are considered as a face of truth; and the researcher, in order to understand it, uses the thematic analysis strategy as one of the qualitative methods. In this regard, out of 789 sources updated in the Iranian scientific databases, 65 were systematic sampled. The results of this fundamental research showed that according to Iranian experts, the urban building management system of Tehran can be considered as "Tehran’s Building Governance", when it has a Reliable, Remarkable, and Respectable. In other words, by pursuing "fair, balanced and empowering growth", it has sought to "solve the physical and spatial problems of the city of Tehran" in order to achieve "sustainable and affordable product"; and follows this path by "relying on endogenous capacities based on local values" by a "cooperative, efficient and collectivist organization" and in "facing the legal-executive challenges of Tehran’s urban management".       The purpose of this study is to identify the effect of servicescape on dysfunctional customer behavior‎ with respect to the moderating role was customer vulnerability in restaurants in Yazd. The statistical population in the present study is the customers of a collection of selected restaurants in Yazd in 1399. The sample size of 250 participants was considered and selected by the available sampling method. Measurement tools were standard questionnaires. The results related to the direct effects of the components of the servicescape with the customer vulnerability showed the direct paths of the layout and design component to the vulnerability and the direct path of the restaurant's interior component to be significant. The results related to indirect effects showed that the indirect path of the layout and design component to the customer dysfunction behaviors ‎ is significant due to the mediating role of vulnerability, but the indirect path of the exterior environment component to the customer dysfunction behaviors is not significant due to the mediating role of vulnerability. The results related to the moderating effects of customer vulnerability in predicting customer dysfunction behaviors‎ concerning environmental components with customer dysfunction behaviors ‎are not significant. it can be said that the servicescape leads to customer satisfaction with the services received and at the same time can reduce the vulnerability that is caused by the loss of well-being in receiving services and the satisfaction that reduces the sense of loss of well-being can lead to a reduction in customer dysfunction behaviors.
