      One of the key success factors of supply chain management (SCM) is inter-organizational relations controlling and coordination. Investigation on the literature shows that there is a gap in theoretical foundation for illustrating this kind of interactions. One of its solution is using of theories in other fields which are conformable in SCM. In this research four inter-organizational theories (Principal- Agent Theories, transaction cost analysis; the network theory; and the resource-based view) based on the literature are considered. The aim is determine their importance and preference upon proper theory evaluation criteria for development theoretical foundation of SCM according to this research. The research was descriptive-survey based on the experts’ viewpoint with the use of Fuzzy Analytical Hierarchy Process (FAHP). As a result, “reality” and “logical consistency” have the upset weight for the theories’ evaluation.       Policy making is a word which usually accompanies by government content. Government strategy in defending area and government plan for security is named security policy making. The goal of policy making is to accelerate or decelerate a changing movement in a part, therefore; policy makings make changes inevitably which should be managed. The mission of the present research is to design a major policy making for soft power (soft warfare) to reach national soft security. According to Joseph Nai, to face soft warfare holding soft power to obtain national soft security should consist of three main criteria; 1. Cultural attraction, 2. Internal political ideals, 3. Foreign policies of a state to own the capability of gaining “ideality” of internal system and foreign societies through attraction and not force or bribing. Vikers (2008) classifies the main elements of a soft power into; 1. Psychological, 2. Social, 3. Political, 4. Cultural, and 5. Scientific elements. According to Imam Khomeini, as he mentioned in his spiritual -political last will, fundamental criteria of soft power are as follows: 1. Cultural, spiritual, social, 2. Science and industry, 3. Economic, 4. Political and military. These criteria in soft power frame, based on the opinions of Imam Khameneyee, are also determined in four groups: 1. Cultural, 2. Scientific-Technologic, 3. Unity and National Identity, political steadiness, 4. Economic and defending. Islamic Republic of Iran Constitution stresses on four powers of; 1. Cultural, 2. Social, 3. Political (domestic& foreign), 4. Economic, to create a soft power and deems them as the main principle for the state development. In the proposed four-dimensional model of this paper, the main criteria for structure of resource of soft power regarding to providing soft security and preventing soft war, includes: Cultural- Social, 2. Scientific-Technological, 3. Political (domestic & foreign), 4. Economic. The following actions have been performed to examine the proposed model: Considering the four resources of soft power and their priority comparing with each other through Delphi and AHP methods Considering the parameters of four resources of soft power and national soft security as well as their priority and abbreviating them through Delphi and AHP methods Measuring the relation of evaluated parameters with indices of national soft security through AHP The relation of permanence and validity and accuracy of answers by Pierson impetus indices Findings of the study reveal that: 1. The main priority of soft power resources is cultural-social soft power, which gained the most marks. 2. The second priority of soft power resources is scientific-technological soft power, which is deemed as the second resource to provide soft power. 3. The third resource in the measurements is political (domestic & foreign) resource. 4. The weakest resource in soft power resources is economic resource. Ideal Model: 3. One-dimensional model “Cultural-Social” 4. The cultural-social resource is the one-dimensional producer of soft power for national soft security which can provide a short-term effect solely. 5. Two-Dimensional model “Cultural-Social” & “Scientific-Technologic” 6. This model enjoys a more strength and effect on production of national soft security. 7. Three-Dimensional model “Cultural-Social” & “Scientific-Technologic”& “Political (domestic & foreign)” 1. Four-Dimensional model “Cultural-Social” & “Scientific-Technologic”& “Political (domestic & foreign)” & “Economic” 2. This model is complete and comprehensive for policy making of effective resources to remove threats and soft war and develops national soft power and makes use of the highest capacities of existing state soft power.       Theory of Constraints is a kind of management philosophy that uses a systemic approach for understanding and analyzing the whole system. With this attitude identifying and removing the limitations (contradiction or problem that can limit the output of the system) in a systematic process of change is possible. The tools that the theory of constraints uses for identifying, removing and transferring from current adverse conditions to future desirable conditions, is called the thinking process tools. But always there is this need that the effect of various factors on each other in the process is investigated as a feedback loop and in long term. Thus the system dynamics methodology can be used as a complementary tool to this. In fact, This paper aims to describe show to integrate theory of constraints and system dynamics according to their assumptions and their philosophical foundation. To explain how to use these two intersect methods, the problem of inventory management in SCM, which today is known of the challenges, is used. The study theoretically is a case study and in terms of the purpose is a the exploratory. The study population includes all businessmen of Naein handmade carpet that they have enough knowledge and information in all areas of activity of handmade carpet. The number of the Specialists as a population of about 110 people, 86 people were selected as sample and the Method was Purposeful sampling. The tools used in this study include interviews with experts in different fields of carpet and questionnaire on the basis of knowledge gained from interviews, content analysis. statistical data were studied by descriptive and inductive methods and Friedman test. The results showed the dimensions of knowledge in all fields including dyeing, planning, texture, trade and sale as significant are different and some of the dimensions of knowledge in any field have more priority and knowledge in these aspects is necessary to increase the efficiency and success. based on the priorities of knowledge in the field by Friedman test, a knowledge base has been architected for storing knowledge in different areas. It also plays a vital role in the success of organizations. Yet, many organizations have not developed and adopted official processes for technology performance assessment. While measuring technology performance, managers have always looked for some methods in order to assess performance. The purpose of the present study is to provide a hybrid model for the assessment and selection of appropriate technology in Pars Khodro car factories, to identify assessment indices of technology level, to weigh and rank them using Fuzzy ANP Technique, to determine the effectiveness and impressionability of the indices using DEMATEL Technique.The population of the present study included 20 senior production and information technology managers of the mentioned factories.       This study aim, design a model for acceptance and transfer new media technologies (media convergence emphasis), research methodology is applied research(descriptive) and data collection methods implemented with mix method (qualitative and quantitative),at first stage, researcher reviewed a literature in media technology transfer to identification effective components and indicators, at qualitative part of the research, Selected 10 media industry experts to interviewed for identify effective indicators, in quantitative research part, researcher made questionnaire was distributed in the statistical sample of 300 responder from the population of the study and 285 questionnaires were returned. After analyzing , questionnaire responses with Spss software, Cronbach's alpha coefficient (reliability) was obtained α=0.881 and finally using structural equation modeling (SEM), to design a model, evaluation of the model show an absolute fit index (root mean square error 0.094 and chi-square 0.00), Incremental Fitness index of 0.886 and Frugal Fitness index 3.48 ,which indicates the acceptability of the model is introduced and to determine the degree of appropriateness, the second questionnaire was designed and distributed to responds by 30 experts of media and communications, analyze with one sample t test of utility models at 95 percent approval, then using the Friedman test measures the highest and lowest on the model, they were ranked Manuscript profile

      T he present study aimed to evaluate the analysis of studies in the field of cooperation between industry and university Over the past three decades have done so through a gap in cooperation between them be explained. This study used a descriptive-analytic review of research methods. And previous studies have been done and then get the experts from Through in-depth interviews with experts from both university and industry organizations.Continued Interviews conducted on the basis of theoretical adequacy of the data was stopped on 18 interviews. Of these, 8 out of university professors and experts in the subject, 3 persons CEO industrial companies,4 people, government officials and three experts in the field of entrepreneurship and CEO of intermediary companies participated in interviews. The results show that although University-industry cooperation in education, research and Knowledge-based entrepreneurship & technology commercialization is raised but over time the share of education and too research reduced and a desire for cooperation of Knowledge-based entrepreneurship and technology commercialization has increased.       With increasing cost, complexity and speed of technological changes and global competition, to ensure that technological investment is consistent and aligned to present and future needs of the organization, industry and country has become the most important challenges for policy makers and managers. So, technology management and innovation through a structured and flexible approach such as TRM is necessary. However Road mapping projects implementation and use of its advantages is impossible without identifying and prioritizing of success factors of technology road mapping. The aim of this work is using interpretive structural modeling technique to analyze the affecting factors on the success of technology road mapping. This helps improving technology road mapping process and identifying appropriate organizational policies. For this purpose, we firstly focus on literature review to extraction of technology road mapping success factors. Then, interpretive structural modeling technique is used for revealing the relation between those factors. For data gathering, 17 questionnaires are distributed among people with executive background or related working experience. The results show that the effective factors were classified in four levels. the most influencing factors are related to "commitment and support of management", "financial support" and "access to data, information and required knowledge", " appropriate participation of people ", "proper facilator" and " Accepting roadmapping ".       The concept of indigenous technology and localization of technology, have been discussed in various circles, especially at the scientific and technological communities of developing countries. When these words are expressed, most minds are focused on the traditional industry. But in matters relating to technology transfer process and the need to consciously deal with imported technology, the concept of these words refer to the creation of structure and context for understanding and discovering of technical knowledge of imported technology and in fact, confirm the realization of a process that includes learning, absorption, reformation, compliance, internal development and big and small changes, and finally, the mastery of imported technology, innovation and its dissemination. While the mechanism of innovation in industrialized countries was well understood, but the process of localization and technology transfer that is considered as the main mechanisms of industrial development in developing countries, is still not clear.The statistical population of the study consisted of 40 managers, specialists and experts in the petrochemical industry, which has been selected by purposive sampling. In the current study, factors affecting localization of technology were extracted based on research literature and researchers studies in this field and successful experiences at academic center for education culture and research of Iran University of Science and Technology, Medical equipment manufacturing industry, Deffence industry, and Tajrobeh Nour Turbine Company as pertinent organizations involved in the issue. Methods used in deriving these factors are semi-structured interviews with experts in the petrochemical industry and validation method in the qualitative research. Quantitative techniques used in this research are: Fuzzy Analytical Network Process (FANP) to rank the criteria and sub-criteria, Fuzzy DEMATEL to determine the internal relationship between criteria and Fuzzy TOPSIS to prioritize models.       This paper examines the effects of technological variables, including top management support for technology, on the development of technological skills, technological distinctive competencies and organizational learning. It also examines the effects of technological distinctive competencies and organizational learning on organizational innovation. How these variables affect organizational performance. This study was conducted using a descriptive-survey research method with a sample of 30 banks approved by the Central Bank of Iran using a questionnaire and through structural equation method. The results of the research show that: (1) top management support has a positive impact on the development of technology skills, technological distinctive competencies, and organizational learning. (2) Technological distinctive competencies and organizational learning, directly or indirectly through organizational innovation, have a positive impact on organizational performance. It was also confirmed that innovation has a positive impact on organizational performance. Research also has recommendations for business professionals that the creation of merit is complex and a long-term process that should be pursued with the long-term strategy of the company.       In today's business world, organizations and businesses that focus on entrepreneurship and entrepreneurial people can guarantee their survival in the market and to compete with other domestic and foreign competitors pay. Port maritime organization as a marine sector in the country, holding a large part of the economy of this area as well. Which should be in line with the global movement of entrepreneurship, to survive and maintain its competitive position with other ports in neighboring countries to begin a great movement. In this regard, the present study, three main port of the aforementioned in the north of the country (the ports of Anzali, Noshahr and Amirabad) in this respect were studied using library research, interviews with experts and set questionnaire containing 94 questions out of 30 was performed and the scores derived from each attribute, evaluating and prioritizing of entrepreneurs and entrepreneurs in ascending order based on the average scores and rankings took three ports of the entrepreneurial aspects via critical technology method. The results showed that, among all the studied ports, Anzali port, total entrepreneurial indices are within the critical range of the designed matrix.       How incumbents benefit from advanced technologies has played an important role in the management literature. Industrial companies, in spite of certain advantages in the resources, experience and market knowledge, need to use advanced technology to increase their competitive advantages. Yet very little research has explained how incumbents collaborate with new nanotechnology based firms in order to develop new nano products. The study focuses on longitudinal six-year case studies of five collaborations between incumbents and new nanotechnology based firms. The contribution of this research is available in three parts. First, the benefit of incumbents from the nanotechnology requires a long-term extensive and interactive process, based on the synergy of technological capabilities of the new nanotechnology firms and the incumbents’ resources and capabilities. Second, the incumbents must have flexibility in their structures and collaboration’s strategies. Third, the role of the incumbents changes from a "technology taker" at the start of the collaboration to "new product development mentor" and then becomes a high-tech product / service buyer after clarifying the dimensions of technology and product innovation.       In this ever-changing world, information technology (IT) is a must for the survival of a company, and the functions of IT department is becoming increasingly important. The assessment of IT department is critical to understand how the department contributes to organizational and strategic goals. Because IT department performs many tasks that cannot simply be measured by monetary units, evaluation methods that solely rely on financial measures are not adequate. The objective of this study is to construct an approach based on the fuzzy analytic hierarchy process (FAHP) and balanced scorecard (BSC) for evaluating an IT department in the company studied. The BSC concept is applied to define the hierarchy with four major perspectives (i.e. financial, customer, internal business process, and learning and growth), and performance indicators are selected for each perspective. A fuzzy AHP (FAHP) approach is then proposed in order to tolerate vagueness and ambiguity of information. A FAHP information system is finally constructed to facilitate the solving process. The results provide guidance to IT departments in the Industry Case Study regarding strategies for improving department performance. The constructed information system is suggested to be a good tool for solving other multiple-criteria decision-making problems. Manuscript profile

      In the present era, technological innovation is a key factor in the development and advancement of societies, and technological entrepreneurship is recognized as the main source of disruptive innovation through identifying and effectively exploiting technological opportunities. Given the emerging concept of "convergence" in high technologies and novel opportunities resulting from that, it is necessary to recognize the various dimensions of this phenomenon, especially the process of identifying opportunities, as the first and most fundamental step of the technological entrepreneurship process. This research is based on the epistemology of "interpretiveism" and it is exploratory and based on literature on Entrepreneurial opportunities, technological corporate entrepreneurship, interdisciplinary studies and convergent technologies.       During the last decade there was a well known strategy to support startups and enterprenuers to stabilish firms in high tech industries. despite the position of high-tech industries has been weakened especially in export share. Growth strategies utilized by high-tech firms can improve the position. Growth strategies help firms to increase their market share and sale revenues. Hence, current study aims to designate and validate growth strategies of high-tech firms. Research model has been proposed based on the extended literature, the situation of high-tech industry, and experts' views. Data is gathered by a self-administrated questionnaire and would be analyzed by structural equation modeling using SPSS 18 and LISERL 8.54. Population is managers of high-tech firms in Iran. A convenience sampling approach is employed to collect estimated sample. Data achieved from 451 respondents was analyzed. Results indicated that: 1) growth strategies of high tech firms affect their outputs, 2) resources affect growth strategies of high-tech firms, 3) multiple risks affect the utilization of resources by the high tech firms, and 4) high tech firms provide the needed resources for their growth based on the outcomes in terms of profit and/or attractiveness Manuscript profile

      Technological entrepreneurship ecosystem (TEE) is comprised of various elements and complex relations that all interact with each other to enable the creation and growth of technological entrepreneurship. The technological entrepreneur, as the main constituent of this ecosystem, should possess specific characteristics and also must perform particular roles. Despite the importance of (tech) entrepreneur in the (technological) entrepreneurship ecosystem, we are facing with the lack of comprehensive and robust literature in this domain. The aim of this research is to identify and explain various roles of tech-entrepreneurs in the relevant ecosystem. In this path, we adopted a constructivist approach of grounded theory, conducted in-depth interviews and analyzed secondary sources. Totally, we analyzed 27 cases of technological entrepreneurship process that ended in the identification of 14 specific roles in three groups. First, the principal roles which are research & development, market analysis, and resource mobilization. Second, the supporting roles such as networking, incident monitoring, and cooperation with technical experts. Third, the general (contextual) roles like building trust, and proper interactions with other elements of the ecosystem. These roles which based on their nature are in relation and interaction with other elements of the ecosystem, can enhance the related literature of entrepreneurship ecosystem and also lead the actions of technological entrepreneurs.       The high-tech operating system, is the most important software infrastructure in the exchange of secure electronic information for a country. Hence the availability of indigenous operating system technology in the country can increase economic stability, employment and information security. Some countries, such as Turkey, China, Canada and the United States, have operating system experience. In this paper, the evaluation of the attractiveness and capability of the native operating system technology of Iran will be evaluate from the perspective of the functions of the innovative technology system in its implementation experience. First, the status of the native operating system is reviewed. The criteria's for determining the attractiveness and capabilities of the native operating system are extracted from the literature review and measured by the questionnaire tool and the opinion of the experts. Then, the effect of the functions of the native operating system technology innovation system on the attractiveness and capability created by the Delphi method is investigated. The results showed that the native operating system has a moderate appetite, but has below average capability. In addition, these results are the result of the effects of knowledge dissemination functions, knowledge development and search guidance.       Despite the importance of developing petrochemical industries, most of the country's exports in the petrochemical industry have been limited to raw materials and semi-industries, which is due to the incapability to acquire appropriate technology in the downstream industries. Technology transfer is one of the most important shortcut methods for acquiring and developing technologies in these industries, but one of the most important challenges is the managers' little familiarity with the technology transfer process and the abilities it requires. The aim of this study is to identify and prioritize the effective abilities in the success of the technology transfer process in the downstream, petrochemical industries, and for this purpose a combined method of Structural Equation Modeling (SEM) and Analytic Network Process (ANP) has been used. In this regard, the content validity was confirmed by CVR and CVI forms and the final questionnaire was distributed and collected by the Porsline system among the statistical population and in order to investigate the accuracy of the theoretical model of the research, factor analysis with Structural Equation Modeling (SEM) and AMOS software was used. The results of this stage of the study indicate that 82 indicators in 8 ability factors affect the success of the technology transfer process in petrochemical downstream industries and the effectiveness of all 8 factors is ability at the semantic level. On the other hand, prioritizing the abilities that affect the success of the technology transfer process was done through the Analytic Network Process and Super Decisions software. The results show that technology dissemination abilities are the first priority, and technology adaptation abilities as well as development and improvement abilities are the second and third priorities.       This paper is based on a perspective view of the potential of the impact of emerging technologies such as the IoT on developing countries, and, by understanding the challenges of the IoT in Iran, presents a pattern of internet of Things policies in the country. The essence of the present research is exploratory descriptive. In the process of data analysis, the present study utilizes methods of library studies and semi-structured interviews. The method of thematic analysis is the main method of this research. Interviews were analyzed in 548 basic themes, 56 organizing themes, and 13 comprehensive themes. Finally, the themes were formulated as IoT policies in Iran. Among the most important of these policies are the establishment and strengthening of IoT policy bodies with legal competencies for the sustainable development of IoT;to provide a platform for the production of integrated and extensive applications by creative groups based on government oversight and support;localization of IoT in accordance with Iranian Islamic culture for its acceptance and development of internal laws and standards of IoT in line with international standards and active supervision.       Due to the complexity of science, technology and innovation system, policymakers and decision-makers are concerned by designing a comprehensive model for policy making in this field. Therefore, it is essential to understand and extract relationships of science, technology and innovation policy indices. The purpose of this research is to identify and establish the link between indices in the form of regional innovation system. For this purpose, in the first step, using the review of the literature of research as well as the use of experts' opinions, the most important dimensions of the model of policymaking of science, technology and innovation were identified. Then, in the next step, interpretive structural modeling technique was used to communicate and sequence between the main dimensions and presenting the relational model. According to the results, 56 indicators in eight main dimensions were ranked in five levels. With the validation of the model, using structural equation modeling, it was determined that the two dimensions of the institutions and resources of science and technology are the basic foundations of science, technology and innovation policy in the special field of science and technology in Yazd province that the policymaking process is practically from these two dimensions of the beginning gets. Moving towards open banking and using the capacities and potentials of cooperation with innovative businesses can draw a clear horizon for maintaining banking services' survival as one of the macro banking strategies. But this requires a change in the traditional business model of banks. The purpose of this study is to provide a business model framework for commercial banks with an open banking approach. In this study, using banks' approach to participate in the financial ecosystem and the type of cooperation with third parties, four types of the strategic approaches and the dimensions of banks' business model in each situation are described. Accordingly, each bank can have one of the roles, including the integrator, producer, distributor, and the platform in open banking. In this research, a multi-case study research method has been used in which, based on the opinion of experts, three banks were studied, selected, and the dimensions of their business model were examined. Sepah Bank as a bank with an integrating role, Pasargad Bank as a bank with a producer role and Ayandeh Bank as a bank with a platform role were studied.       In this research, while briefly getting acquainted with the automotive industry and the principles and indicators of innovation in a car manufacturing company, it was tried to determine the innovation capability gap between the desired level and the current situation. With this awareness, opportunities are provided for the growth and development of the automotive industry and suggestions can be made to get out of the crisis and recession in this industry. It should be noted that different industrial sectors, while having similarities, have different characteristics and coordinates, and innovation studies in industrial sectors should be done taking into account these differences. This research is applied in terms of objectives and according to the presence of the researcher in this industry and the use of questionnaires within the organization in terms of survey method and field type and case study.       Today, with the progress of science and the increasing trend in complexity of technological processes, cooperation between organizations is among their significant strategies and their public policies in technology development all around the world. So, success in the world today is obviously dependent on utilizing technology. Technology transfer is just one of the fields in implementation of technology management, which requires a broad and delicate vision. For this very reason, this research deals with recognizing and ranking the parameters influential in technology transfer in the automotive battery industry, to reach manufacturing world class. In the first part, effective indexes in assessing technology transfer methods in the automotive battery industry section were recognized and within the second part, Weighting coefficients related to any individual index were calculated through implementing fuzzy step-wise weight assessment ratio analysis (SWARA) decision-making method and then, in order to implement the proposed model, the methods of technology transfer were evaluated and their final prioritization was calculated utilizing the combined method of GRA-VIKOR relation analysis under the fuzzy environment .According to the results of the fuzzy step-wise weight assessment ratio analysis (SWARA) method, three influential factors in evaluation of technology transfer methods in the automotive battery industry were introduced as “he management style development”, “the strategic consequences” and “the cost effectiveness”. Finally, based on the results of the proposed method, the transfer method of “joint investment” was recognized as the most suitable technique for technology transfer in this industry, and through this method, all the managers and policy-makers can focus all theiractivities based on this system.       Given the ambiguity and uncertainty in the nature of nanotechnology, its commercialization requires the development of an appropriate regulatory system, and the prerequisite for implementation of such a framework is technology standardization. Therefore, the purpose of this study is to provide a model for standardization of nanotechnology and explain the theoretical theorems. This research is an applied research that has been done with a qualitative approach based on grounded theory. The statistical population of this study is experts at the macro and firm levels and purposeful sampling has been used. The collected qualitative data were analyzed using MAXQDA18 software and the final model was extracted. Based on the analyzes performed, in the axial and selective coding stages, 45 codes and 6 categories were identified, including drivers, nanotechnology standardization, mechanisms, prerequisites, surrounding conditions and barriers, and results. The resulting theory shows that standardization of nanotechnology leads to increasing market share and production volume and demand, branding, increasing quality and safety, creating wealth and economic advantage, pioneering in nanotechnology, gaining public trust, reducing risk and technology uncertainty, diffusion of innovation. To achieve these results are emphasized on strategies including, standardization diplomacy, attracting private sector participation, developing corporate standardization, improving and evaluating the national nanotechnology standardization system, enforcing some standards, export-oriented nanotechnology standardization policies, standardization in the technology life cycle, development of nanometrology laboratories, research and development in nanotechnology standardization, proper government policy, and product quality control and quality assurance. In developing countries, it commences with learning the technology from innovations takes place in developed ones. Thus, the driving engine of technology development in late countries is learning the technology instead of providing innovation; in the way that the core of activities, organizations and communications are all concentrating on learning. The combination of virtual and real world has created a concept named as Industry 4.0. Nowadays, the application of Industry 4.0 in different scopes is expanding; applying it there requires setting a roadmap. This research aims to propose a learning-based roadmap for the application of industry 4.0 (especially the Internet of Things) in the sale and distribution of healthcare products. Here, there has been used the learning-based roadmapping method, the process of which is explained in eight steps. Two groups of a distinct expert panel including the business industry and technology industry contributed to this research; the Delphi method has been used to guarantee the convergence. The paper’s result can be used as a pattern for deployment in other related fields and secondly guidance in the industry to estimate required funds in the sale and distribution of health care products.
