        Successful implementation of e-government in each country requires the model that depends on the objectives, requirements and conditions of the country. The lack of proper planning and adoption will lead to the ignorance of necessities and fail in implementation. Since the different dimensions of government are related to each other, the creation and development of e-government is possible only with balanced development in all aspects. Review of the literature in this area suggests that the e-government maturity models, development models and strategic models, all have seen the evolution of e-government from one dimension; and in the field of stakeholders of e-government services, the focus has been only on the supply side of stakeholders. In this paper by reviewing existing models and stakeholder theories, with a systematic approach that will be adapted from Zachman framework, systematic Framework will be presented for the implementation of integrated e-government system. This systematic framework provides five main dimensions along with its components in five developmental stages for the implementation of e-government. These dimensions are: 1) strategies, values and programs (why and when), 2) partnerships and development of stakeholders (who), 3) data and information (what), and 4) infrastructure (What or where), 5) process (how). Finally, dimensions of the model will be analyzed using a questionnaire, survey of experts and statistical tests. Manuscript profile

        Value creation is the most important aspect of stakeholder management. This activity is garanteed the continuoes of open source software life cycle based on business process reengineering and innovation based on stakeholder requirements. Stakeholders have varied interests and different goals and they are looking to capture the full benefits and eliminate their risks. So, constantly, they are in competition. In order to take appropriate policies for stakeholder,identification of their position and requirements is needed . Various models have been presented to identify stakeholder from different aspect. In this paper, it is tried to study different models and extract all main criteria for stakeholder. Then according to expert's ideas, important factors was identified and the framework for stakeholder identification was proposed. Also, with study of resource in software industry field and using questionnaire , stakeholder of native operating system was identified and classified based on proposed framework .         Achievements and research findings could n't be a factor for creation of wealth and welfare for society until they will be commercialized. So the creation of contexts for commercialization, not only provides significant economic value for organization, but also leads to economic and technical growth of community. In this study, the challenges and success factors of commercialization for research achievements will be identified and ranked. This research in terms of the objective is applied research, and in terms of how to gathering data, is descriptive survey. First, by the literature review and use of expert’s opinions in the Institute of Communications and Information Technology and using the Delphi technique, 11 challenges and 19 success factors for commercialization of research achievements were identified. For measuring the consensus, Kendall's Coefficient and for ranking the factor the Friedman test are used. The results show that the most important challenges are "weak laws protecting intellectual property, economic barriers, lack of commercialization strategies" and the most important success factors are "requiring faculty to estimates business plan for their new research propsals, intellectual property protection, and effective communication between universities and industry".         With increasing cost, complexity and speed of technological changes and global competition, to ensure that technological investment is consistent and aligned to present and future needs of the organization, industry and country has become the most important challenges for policy makers and managers. So, technology management and innovation through a structured and flexible approach such as TRM is necessary. However Road mapping projects implementation and use of its advantages is impossible without identifying and prioritizing of success factors of technology road mapping. The aim of this work is using interpretive structural modeling technique to analyze the affecting factors on the success of technology road mapping. This helps improving technology road mapping process and identifying appropriate organizational policies. For this purpose, we firstly focus on literature review to extraction of technology road mapping success factors. Then, interpretive structural modeling technique is used for revealing the relation between those factors. For data gathering, 17 questionnaires are distributed among people with executive background or related working experience. The results show that the effective factors were classified in four levels. the most influencing factors are related to "commitment and support of management", "financial support" and "access to data, information and required knowledge", " appropriate participation of people ", "proper facilator" and " Accepting roadmapping ". The most influenced factors are "quality of roadmap" and "flexibility for reasonable changes by updating of roadmap"'. Manuscript profile

        Understanding the characteristics of an organization during different stages of its lifecycle help us make appropriate decisions at each stage in order for solving any problem. Employing the PAEI framework proposed by Adizes, and the system dynamics approach, we have analyzed the characteristics and behavior of an organization during the go-go and adolescence stages of its lifecycle. Moreover, using the system dynamics analysis approach, we have plotted the causal feedback loops and stock-and-flow diagrams of each stage of the organizational lifecycle. Then, the output of the simulations of 100 months of the go-go and adolescence stages of the organizational lifecycle performed in the VENSIM software are obtained .Finally appropriate strategies have been proposed for tackling the problems that the organization may face in each stage of its lifecycle.         The high-tech operating system, is the most important software infrastructure in the exchange of secure electronic information for a country. Hence the availability of indigenous operating system technology in the country can increase economic stability, employment and information security. Some countries, such as Turkey, China, Canada and the United States, have operating system experience. In this paper, the evaluation of the attractiveness and capability of the native operating system technology of Iran will be evaluate from the perspective of the functions of the innovative technology system in its implementation experience. First, the status of the native operating system is reviewed. The criteria's for determining the attractiveness and capabilities of the native operating system are extracted from the literature review and measured by the questionnaire tool and the opinion of the experts. Then, the effect of the functions of the native operating system technology innovation system on the attractiveness and capability created by the Delphi method is investigated. The results showed that the native operating system has a moderate appetite, but has below average capability. In addition, these results are the result of the effects of knowledge dissemination functions, knowledge development and search guidance. The policy of the authorities and the lack of attention to this area has slowed the development of this technology and reduced capacity in this area. Manuscript profile

        Five- year national development plans have a key role in achieving the goals of the vision document. There are two categories for development plan writing policies: diffusion-oriented and mission-oriented. So, prioritization in using an effective combination of the them is necessary. The purpose of this study is to determine the gap of upstream documents and propose policies to develop the seventh plan of ICT-sector. This research is descriptive-analytical in nature and it uses content analysis and documentary review. The population of resaerch are 67 meta-documents that have been selected as a purposeful and accessible sample for study. Analytical-descriptive method has been used to interpret and analyze the data. Based on the research findings, main policies were examined with a two-dimensional framework: 1) technological issues, which used the OECD classification, and 2) functional innovations, which presented in the 7-scale Hekkert classification. Then, the xial coding of each category was done in three levels of government, legislative and executive, and finally, based on the SWOT analysis of existing documents and its compliance with the claimed performance, principles were presented to develop the seventh ICT development plan. Accordingly, the program will have the necessary credibility if the central policies and principles proposed in the Seventh Development Plan of the ICT Sector will be valid. Manuscript profile

        Current researches on supply chain management (SCM) in manufacturing industries are not directly applicable to construction industry. The application of SCM in the construction industry is associated with serious difficulties such as transient nature and uniqueness of construction projects, coordination problems, unrepeatable interactions and contextual differences in the manufacturing and construction industry. One of the models with the capability of complexity management is viable system model (VSM) which is rooted in organizational cybernetics. The model states that in order to achieve viability, each organization must perform certain activities and certain relationships must be established between these activities. VSM, employed to diagnose a supply chain of an Iranian Petrochemical Construction project based on the proposed methodology that includes three steps, case study selection, system identification and system diagnosis. This led to a model development as well as identification of the weaknesses of the construction supply chain (CSC). The validity of the research methodology and findings has been confirmed through multiple qualitative criteria. The research innovation is application of VSM to diagnose a CSC in combination with case study method in order to design a model and accordingly identification of the weaknesses and bottlenecks over the whole model via a systemic approach.         There is a difference in the technology development model between developing and developed countries. In developing countries, it commences with learning the technology from innovations takes place in developed ones. Thus, the driving engine of technology development in late countries is learning the technology instead of providing innovation; in the way that the core of activities, organizations and communications are all concentrating on learning. The combination of virtual and real world has created a concept named as Industry 4.0. Nowadays, the application of Industry 4.0 in different scopes is expanding; applying it there requires setting a roadmap. This research aims to propose a learning-based roadmap for the application of industry 4.0 (especially the Internet of Things) in the sale and distribution of healthcare products. Here, there has been used the learning-based roadmapping method, the process of which is explained in eight steps. Two groups of a distinct expert panel including the business industry and technology industry contributed to this research; the Delphi method has been used to guarantee the convergence. The paper’s result can be used as a pattern for deployment in other related fields and secondly guidance in the industry to estimate required funds in the sale and distribution of health care products.
