        Design of an effective strategic plan in the level of national to regional, and from ministries to governmental organizations is one the most essential priorities in the realization of national policies and goals. In addition, Islam as the most complete religion, provide some values and tenets that could be used in the administration of the society and ruling based on them will lead to perfect felicity of humankind. Thus, in this research, the efforts were concentrated on the manner of influence of Islamic values and tenets and also achievements of human pure sapience on the various governmental plans. For this purpose a methodology was proposed for codification of governmental plans, so that Islamic values and tenets, and approaches based on knowledge and technology, will be used in a structured way in the design of directive elements (vision, mission, goals, qualitative and quantitative objectives) of a strategic plan. Furthermore, the proposed methodology was implemented in the design of directive elements of a strategic plan in the economic and social sector of government, and the results about the economic sector was reported in this paper.         The Lack of project knowledge management in projects results in organizational knowledge fragmentation and loss of organizational learning. Due to importance of knowledge management in project based organizations, a knowledge management model with six hierarchical-levels is presented in this article indicating the time line for knowledge management and the extent of knowledge to be captured, acquired and shared. Level zero is equivalent to post-project reviews. Since the potential value of reuse of incident knowledge is declining over time, it is proposed in the second level to manage planning and implementation (execution, control and monitor) knowledge during each project phase respectively, conveying the concept of time value of the knowledge. The third level encompasses ten knowledge management areas in project management. The fourth level shows that the relationship between KM model dimensions and organizational intellectual capital. Knowledge maps role is apparent in fifth level. Finally, an implementation roadmap, including ten steps is presented. Since the proposed roadmap has its root in concepts and features of the proposed KM model, it could facilitate implementation of the KM model in project based organizations and lead to in-time knowledge management, project cost reduction and flourishing organizational learning. The research conducted in a project based organization in private sector, playing an active role in a wide range of services; engineering, procurement, installation, construction and commissioning in oil, gas and petrochemical projects.         One of the concepts that are presented in most of areas is sustainable management where human, social and environmental aspects are considered besides of economical impacts. One of the social aspects is agility of relief operations in emergency situations. To achieve agile management in such circumstances, a generalized model of the capacitated covering tour problem with the possibility of direct aid to the affected areas with hard time windows is provided in this study. The injured areas might be covered by relief centers or can be operated by a direct relief from the central station by special vehicles. To improve the model and management the time, constraints of hard time windows have been added to the model. This would prioritize the management of relief operations in injured areas due to the severity of the damage on them. The purpose of this study is to determine the optimal set of established relief centers, distribute rescue teams and relief aid from the central station of the bases, and also deploy relief teams to the disaster that is not covered by any relief center in optimized cost and time. A mixed integer programming model is developed and a genetic algorithm is proposed to solve the model in large and medium instances. The results of numerical examples confirm the validity and effectiveness of the genetic algorithm. Manuscript profile

        The procurement plays a critical role in achieving the goals of project-based organizations, as it is one of the project management fields which include risk and uncertainty. In this article, different models which are existed in the field of procurement risk management gathered and analyzed. Then the models are examined based on the questionnaire and according to the concluded index. Through integrating some models which have higher scores in assessing the criteria and through adding other factors, a model for implementing risk management in the procurement process of project-based organizations is suggested. The researcher uses the group decision making for considered goods and this factor is the strength points of the suggested model. In this model besides developing and optimizing organization procurement process, risk management affairs in planning for procurement are considered. In order to examine the operation of the developed model, it is implemented in the considered organization and the results of this implementation shows that the level of risk management operation in procurement process improved.         Since exact algorithms are able to find the optimal solution exactly, they are not effective for solving the complicated and difficult optimization problem and the time of problem solving is increased exponentially; moreover approximate algorithms are able to find the approximate solution (which is very near to the optimal solution) for very complicated and difficult optimization problem in a short period of time. One of the well-known nonlinear programming problems is finding minimum volume ellipsoid covering a finite set of points problem. This problem is solvable for two dimensional space, however heuristic methods are even used to solve it in two dimensional space are very difficult. It would be difficult to achieve the exact solution for three dimensions or more because of huge volume of calculation.         Universities are major centers of production and distribution of knowledge, in the current era, knowledge is a key source and is an important asset in organizations. With respect to rapid knowledge production and environmental changes, knowledge acquisition is one of the best ways of matching with these changes for universities. On the other hand, the faculties with more experiences are almost retired; of course, these members have a lot of knowledge along with experiences in various fields of education, research, scientific management and administration management. Acquisition, storing, and distribution of this valuable information are worthy and helpful. This article is a result of a research work to provide a suitable model for the acquisition of knowledge from experiences of faculty members. To accomplish this, in addition to the library research method, field research method is also used in Imam Hussein Comprehensive University. In this paper, knowledge acquisition model of faculties’ experiences is presented with descriptive - survey method and with practical approach. To validate the proposed model, a questionnaire that researcher had designed, distributed between 35 experts of Imam Hussein Comprehensive University. After collecting questionnaires, the software spss calculated Cronbach's alpha equal to 85.1.         Planning is one of the main functions of management and has always been the focus of managers and policy-makers. Planning at large scale levels involves complexities that can lead to conflicts among different national plans. In this study, the inter-plan conflicts between national plans and the “Islamic-Iranian advancement pattern” have been addressed. National plans are defined as plans designed by the national level organizations and being implemented by them. The “Islamic-Iranian advancement pattern” is an upper-hand document that all of the other plans must be designed in compatibility and adaptability with it; therefore the conflicts between “Islamic-Iranian advancement pattern” and other national plans are a remarkable and important issue. Also it should be noted that the most important point in preventing the conflicts is the comprehensive view of planners and also their expertise, but according to complexity of such plans the occurrence of conflicts is inevitable. In this study, a model based on the multi-criteria decision making methods for the determination and reduction of the conflicts in national plans has been introduced and also the advantages of this model have been discussed.         This study seeks to explain human resource development models based on Islamic-Iranian model of progress in line with a generalized model in the selective ministries of Iran. The research method is descriptive-survey and is based on cross-sectional data. The questions are descriptive and hypotheses are relational. The main question of the research involves how the integrated model of development of human resources based on Islamic-Iranian model of progress in the ministries of Iran is. The population mean test was used to test the hypotheses and Friedman test was used to prioritize variables. Thirteen hypotheses were defined based on the models of previous studies. The population of the study includes all vice presidents and directors of human resources development who are at service for the year ended in 1395 in the selected governmental ministries. The findings of the hypotheses testing indicate the confirmation of all the variables influencing the research model. According to the results of the confirmatory factor analysis, from the organizational perspective factors like organizational justice, cross-organizational factors, training, hardware factors of the working environment, indigenousness of the model, knowledge management, national factors and software factors of the working environment and from individual perspective factors like faith-centeredness and engagement of the employees are effective on the development of human resources based on Islamic-Iranian approach of progress. Investors are trying to achieve the highest efficiency and the least risk by selecting the best companies from Among a wide variety of companies considering to various financial indicators. Accordingly, today, there are many ways to analyze the data from this company. One of the ways is clustering that classification of the companies. However, the present study aimed to identify and distinguish successful from unsuccessful companies in Tehran Stock Exchange has been done using K-means clustering. Then this problem is solved using meta-heuristic algorithms. The results indicate that meta-heuristic algorithms compared with conventional methods, more efficient and have led to a global optimum.         Due to considering the real conditions of project and solving manager’s problems, the primary methods development of scheduling for projects has recently drawn researcher’s attentions so that these methods are looking for finding optimal sequence to realize project goals and to provide its constraints such as dependence, resource constraint (renewable and non-renewable). The importance of these issues has practically and theoretically led researchers to do much efforts on different conditions of issues for project schedule, various methods to solve and or to develop each of them. In this research based on selection of some executive methods for any activity with renewable and non-renewable resource and considering prerequisite relation from kind of start to end and having delivery time for any activity in two time periods that has been provided with regard to delivery time of penalty cost with delay or without delay. The presented model has been solved in small scale by gams software and in small, medium and large scale using meta-heuristic Methods of NSGA ll and cuckoo after coding in software of matlab 2013. The comparison of the answer obtained from the above algorithm indicates the better performance of genetic algorithm in most indexes and cuckoo algorithm has superiority on time index of problem solving.         The growth of a company is considered to be an important economic goal. Given that many small and medium enterprises do not grow into growth and fail in the early years of their operations, a predictive system of corporate growth can be offset by the huge costs Starting businesses, entrepreneurs and companies to pay. Accordingly, the purpose of this study was to predict the growth of small and medium enterprises with the combination of neural network and meta-heuristic algorithms. The purpose of this research was applied and based on the method of doing descriptive-modeling work. Statistical population of this research was all small and medium enterprises of Zanjan province. Statistical sample size According to the growth of companies, 158 companies has been designated. In order to collect data in this study, interviews, questionnaires and documents of companies have been used. Validity and reliability of the questionnaire were verified and and using Cronbach's alpha coefficient. In order to analyze the research data using confirmatory factor analysis methods, the neural network of multilayer perceptron, neural network combined with genetic algorithm and neural network combined with particle swarm algorithm have been used. The results show that all three methods are able to predict the growth of the company. Among these three methods, the best predictive method for growth of the company is the neural network combined with the particle swarm algorithm with the least error rate compared to the other two methods.         Social capital development is one of the most important challenges of the managers in the today organizations. Decrease of social capital index as level is in Iran proves the necessity of research in this field. Emotional behaviors is an important aspect of interpersonal communication. This research tries to develop a framework for social capital development based on the organizational emotional capital. This is a qualitative research and uses grounded theory method with emerging approach. Data collection in this research is done using a semi-structured interview. Interviewees where selected from managers in public sector and NGOs of Markazi and Qom provinces. Theoretical saturation after 16 interviews. Final framework of this research consists of two schemas, first one diagnosis social capital and the second one emotional based development of social capital. Under diagnosis schema there are three main categories causes of social capital weakness symptoms of emotional capital weakness and consequences of social capital weakness.         Portfolio is a collection or combination of investments in financial and non-financial assets that may be carried out by an individual or organization. How to select and optimize of portfolio is very important. One of the most important points that should be considered in the proposed approach for portfolio selection, is uncertainty. Because, one of the most important features of financial markets is their uncertainty. Thus, the purpose of this study is to present a bi-objective model for portfolio selection that is capable to be used under uncertainty of financial data and for this purpose, a robust optimization approach has been used. It should be noted that return and conditional value at risk (CVaR) are considered as model objectives, and the constraints of the number of shares and the purchasing volume of each share have been added to the model. Also, due to the complexity of the proposed model, a NSGA-II meta-heuristic algorithm has been used to solve the suggested model of research. Finally, the presented model was solved by using the actual data of 200 stocks of Tehran stock market for the period of 2017 and the results were analyzed. The results indicate the efficiency of the proposed approach portfolio selection according to the investor's preferences and constraints under uncertainty of financial data. Manuscript profile

In the current situation economic sanctions imposed on Iran, Solving the problem of inflation requires a special solution. Historical experience and past trends indicate that solving inflation in conventional and experienced solutions in the country are not responsive. This research focuses on designing a conceptual model looking for a new and distinct strategy and has shown the implementation of economic resistance policies through operational its components can solve this historical dilemma of the Iranian economy in other words adjusting and solving the problem of structural inflation by implementing the components of the resistance economy. Because the implementation of the components of the resistance economy based on the general policies of the resistance economy ultimately leads to the transfer of resources from non-productive activities and speculation to productive activities by this positive development, the manufacturing sector flourishes and, as a result, GDP will grow at a higher rate, and GDP growth Will reduces inflation. This recently emerged concept has been defined and conceptualized by only a few scholars. To increase this field, attempts are required to be made in order to improve understanding of financial intelligence. The present study was aimed at designing and developing a model for measuring Personal' financial intelligence, using meta- Synthesis method on the basis of translation. It employed qualitative research as an approach, scientific documents as an instrument, library research method as a data collection method and cross-sectional study in its implementation process. The translation-based meta- Synthesis method was implemented on the basis of curve fitting and semantic enrichment technique, by coding the component of the previously developed models, and a model was obtained with two components: personal finance skills and basic skill. The 5E instructional model of Engage, Explore, Explain, Elaborate, and Evaluate was used to evaluate the quality of the developed model which was finally confirmed. The conceptual apparatus developed in the present study has the capacity to empower the various organizations of human resources both in a variety of industries and in countless economic and financial fields, to study the behavioral finance of individuals and to examine the behaviors in financial markets and investors and everything related to behavioral finance.         The main goal of the research was to design a suitable model of virtual education based on value management in elementary school. The method of the present research is in terms of the applied goal, in terms of the type of data, and in terms of the nature of the study, it is mixed (qualitative-quantitative). Data was collected through interviews. The work of data collection continued until the researcher made sure that no new data would be obtained and reached the saturation point. After the interviews, the designed model was given to a number of specialists and experts at different levels of education And the professors of public and free universities were used as targeted non-probability sampling to study and review, and after a week, their opinions and possible corrections were collected through a questionnaire. The findings were analyzed using the ground theory method in the qualitative part and using the t-test of a sample in the quantitative part in order to check the components and dimensions of the model. The findings showed that the dimensions of the virtual education model based on value management in elementary school include organizational values, teaching-learning activity, learning school, knowledge management, insight and smart school. Based on the review of experts' opinions regarding the validity of the model and all the components And the dimensions have been confirmed. Manuscript profile
