ABSTRACT The present paper aims at presenting an incorporative fuzzy approach towards evaluating of performance using Balanced Scorecard (BSC). To do so, first, based on the data collected from evaluating the components of strategic management, main objectives, key factors of success, and performance evaluation indices are identified. Next, using TOPSIS fuzzy method, the indices are prioritized and ranked so the indices with the highest impact on performance evaluation are identified and classified in the form of balanced scorecards. 29 people from among the elite, chiefs and key experts filled out a questionnaire, in order to achieve the goals of the study. The validity of the questionnaire was confirmed through the experts, and its reliability was defined using Cronbach's alpha (0.89%). At the end, the proposed model was executed in a branch of Saderat Bank in Tehran. The application of the improvisations resulted in the improvement in almost all defined indices, i.e., the Total Performance Index for the studied organization was 72.38% by April, 2015 (based on the last three months prior to that), which was raised to reach 79.16% three months after executing the model (the end of July, same year). The important role of food industries in promotion of the various health and economic indicators in the countries persuaded the industries involved in this affair to enforce fundamental reviews in the management approaches to enable them to perform the most efficient methods for utilizing the limited available recourses to improve the society’s health and economic growth. The balanced scorecard, as one of the successful tools in performance evaluation system, does not show the importance degree for the perspectives and the indicators under each perspective. To eliminate this deficiency the fuzzy analytic hierarchy process method is used in this research for weighting the perspectives and balanced scorecard indicators. In this study, first a list of performance evaluation indicators based on balanced scorecard approach was prepared and then the pairwise comparison was gained through field study and the standard AHP questionnaire with compatibility rate lower than 0.1. At the end the rate of balanced realization was evaluated for each. Regarding the pairwise comparison among perspectives done by the experts the customer perspective weighting 0.328 showed the maximum importance degree among other perspectives. The finance perspective weighting 0.290, the internal business process perspective weighting 0.239, and the learning and growth perspective weighting 0.143 were ranked as second to forth level respectively. According to the obtained certain weights, the added income comparison to the previous year weighing 0.121 was ranked in first level. The number of customer complains weighting 0.094, the customer satisfaction weighting 0.086 were ranked in second to fifth levels respectively. Manuscript profile

Each organization and in general each state, regardless of its activity, size and structure, is trying to improve its performance to the best of its ability to maintain its existence. Many of the criticisms of traditional performance evaluation systems are due to their failure to measure and monitor multiple performance dimensions due to the over-concentration of indices that are lacking in efficiency. In this paper, attention has been paid to the effective components in mapping out the road for improving organizational performance with a special look at the balanced scorecard approach based on resistance policies. Accordingly, a study was conducted to identify the indicators that affect the performance of organizations, and one hundred and fifty identifiers were identified and in the structure of the balanced scorecard developed in the dimensions: 1- Customerism and customer needs 2. Financial empowerment and business Income 3. Main Processes and Support 4. Growth and Learning 5. Effectiveness and Impact on Society 6. Leadership and engagement with business. Then, using the factor analysis method, we reduced the indexes, which resulted in the index output dropping by 91% to 43 indexes. In the next step, after identifying the strategic factors affecting the future conditions of the industrial organizations, we developed the scenarios using the Wizard scenario software. In the final step, using the decision methods, we will examine the impact of indicators in different scenarios. Manuscript profile

In this ever-changing world, information technology (IT) is a must for the survival of a company, and the functions of IT department is becoming increasingly important. The assessment of IT department is critical to understand how the department contributes to organizational and strategic goals. Because IT department performs many tasks that cannot simply be measured by monetary units, evaluation methods that solely rely on financial measures are not adequate. The objective of this study is to construct an approach based on the fuzzy analytic hierarchy process (FAHP) and balanced scorecard (BSC) for evaluating an IT department in the company studied. The BSC concept is applied to define the hierarchy with four major perspectives (i.e. financial, customer, internal business process, and learning and growth), and performance indicators are selected for each perspective. A fuzzy AHP (FAHP) approach is then proposed in order to tolerate vagueness and ambiguity of information. A FAHP information system is finally constructed to facilitate the solving process. The results provide guidance to IT departments in the Industry Case Study regarding strategies for improving department performance. The constructed information system is suggested to be a good tool for solving other multiple-criteria decision-making problems. Manuscript profile

Today, the role of knowledge-based companies has grown as one of the key pillars of the resistance economy. Considering the importance of the ability, expertise, and skills of these companies, consideration of the mental, emotional, and interactive characteristics of the company is an essential precondition for the realization of the goals in the knowledge-based companies. The higher the degree of affiliation of the company to the knowledge workers, the more meaningful the concept of performance management will be. However, so far, in the field of knowledge workers' performance, it has been evaluating the performance of these categories of employees. The prevailing characteristics of performance evaluation systems can be seen as the tangent, downside, downside and low level of integrity and effectiveness of the entire system. The research is composed of two stages. With a library study and a review of the research background, an eight-stage performance management model process was extracted. In the first step, after interviewing 16 experts , using the qualitative method of the analysis, the dimensions (stages) of the performance management process of knowledge workers were analyzed. In the second step, the research was conducted using the Structural-Interpretative Modeling (ISM) approach and the use of expert judgment to design a model for the performance management process of knowledge workers in knowledgeable Based companies. Startup accelerator program is a new incubation model to accelerate venture creation providing specialized mentorship, networking opportunities and financing growth driven businesses. Since emergence of the first accelerator in US in 2005, the number of seed accelerating programs has quickly grown worldwide. Performance evaluation of these emerging programs not only could clarify relative success of this new incubation approach but also help out Iranian emerging accelerators to benchmark from pioneers of the industry. The evaluation could also assist startups and entrepreneurs to find out which of the existing accelerators are well-performed and thus ease decision making to select them as their incubator. So in this paper we aim to measure the performance of US top accelerators using a DEA method combined with goal programing approach. The inputs of the evaluation consist of numbers of mentors and startups, investment on each startup in average and in general, and the share of accelerator in startup company. The outputs in turn are different and include number and value of exits, and fund raising. Comparison of the final result with Seed Accelerator Ranking Project (SARP), shows different sorting and it is due the distinct evaluation approach. SARP considers only outputs of accelerators but we take in to account both outputs and inputs in the evaluation which could better illustrate the efficiency of DMUs. Manuscript profile

This article is aimed at designing and explaining the integrated pattern of employee performance management in the country's state-owned banks. In order to achieve this goal, first the integrated categories of integrated performance management have been identified and validated, and finally, by determining the model of causal relationships of these elements, the final model has been obtained. This research is based on empiricist philosophy and deductive-inductive method. The present study is a fundamental research in terms of purpose, and in terms of data collection method, it’s a cross-sectional research. In this research, mixed method (qualitative & quantitative) has been used. The statistical population of this article includes professors and experts with management experience in SepahBank and has been used to sample the method of bullet and snow. The sampling process continued until theoretical saturation was achieved, and finally 11 managers of the central offices of SepahBank participated in this study. To identify the infrastructural categories of employee performance management, a metasynthesis method has been used and by using interpretive-structural modeling, an integrated staff performance management model has been presented. Data analysis was performed with MaxQda and MicMac software. The results show that among integrated management structures, performance, planning and targeting and organizational culture have high penetration power and have low effectiveness. So the variables are independent. The two variables of knowledge management and coaching have high penetration power and dependency, so they are transferable variables. Employee performance management variables and performance analysis and revision are also highly dependent but have little influence, so they are dependent variables. Manuscript profile

In Iran, Higher education policymakers, want universities to be accountable for their funding ‎and ‎spend it on activities and actions that bring the most social achievement. Therefore, in recent ‎years, ‎public higher education in Iran has shifted from budgeting based on input indicators ‎to ‎performance-based funding‏.‏‎ This model, which has become widespread in the world in the ‎last ‎decade, has requirements and presuppositions and may face obstacles in its implementation‏;‏‎ ‎So ‎the main issue of this study is to identify and explain performance-based requirements ‎and ‎obstacles at the Iranian state University to principal-agent theory‏.‏‎ A qualitative approach ‎based ‎on grounded theory was used‏.‏‎ Participants were selected based on the network method ‎‎(snowball) ‎from two networks of senior policymakers and operators‏.‏‎ Among the internal policymakers, semi-‎structured individuals have been conducted with10 managers of universities, the ‎Ministry of ‎Science, Research and Technology (ATF). Also among the effective external policymakers, Depth ‎interviews were conducted with 9 cases from the Ministry of Economic Affairs ‎and Finance and ‎the Management and Planning Organization, financial managers and faculty ‎members specializing ‎in budgeting. the constant presence of the researcher in the field of activity ‎continued until the ‎theoretical saturation‏.‏‎ Data from interviews were analyzed with qualitative content ‎analysis and ‎coding method of Strauss and Corbin (2006) and validity of researchers findings ‎compared by the ‎expert‏.‏‎ The results showed that to implement the performance-based ‎approach, the government and ‎the university must provide requirements at three levels: macro levels ‎‎(government), micro level ‎‎(university), and inter-organizational level(government-university interaction) ‎and remove ‎obstacles‏.‏‎ The most important requirements at the government level were the ‎expansion of the ‎authority and freedom of universities and the involvement of senior managers ‎and elites of public ‎universities in the design and implementation phase of this model. The most ‎important obstacle for ‎the government was the intervention of political parties and interest ‎groups‏.‏‎ At the university level, ‎the most important requirements included the formulation of ‎strategic planning and prioritizing and ‎welcoming the university to reform its organizational, ‎educational, research, and service processes‏.‏‎ ‎The most important obstacle in the university was the ‎resistance of the directors and members of ‎the faculty and the unpreparedness of the university ‎to implement the plan‏.‏‎ At the inter-‎organizational level, the government and the university must, ‎through effective participation and ‎interaction, provide requirements such as the agreement between ‎the government and the university ‎on performance indicators and monitoring and evaluation of ‎the performance indicators‏.‏‎ Also at ‎this level, the most important obstacle was the unbalanced ‎and distrustful relationship between the ‎university and the government‏.‏ Manuscript profile

Regarding the full-scale economic warfare against the Islamic Republic of Iran and, consequently, the threat of multiple impacts on Iranian organizations, the general policies of resistive economy should be considered as a road map for Confronting crises and economic capability of organizations. Therefore, the attention and focus of this research is on designing a model for assessing the extent to which general policies of resistive economy are realized at the level of government production organizations. In addition to evaluating the performance of a production organization in order to meet the requirements of a resilient economy and identify the status quo, the model can be used to strategically select programs and improvement projects to meet the requirements, based on performance gaps and the pattern of relationships between function and conductor criteria in order to achieve requirements of resistance economics. In this research, the data were collected through reviewing and studying library resources, documents, and using the focus group technique as a complementary method, the method of analysis of the subject was used and the base codes, sub-criteria (basic themes), and the criteria for the model (organizing content) were specified. In the following, using the Structural-Interpretative Modeling (ISM) approach, the main criteria identified were addressed to 25 members of the statistical population in the form of a questionnaire and based on which relations between the criteria and severity of influence or dependence of each criterion were determined. This research attempts to address all aspects of the resistive economy as a contemporary version of the Islamic economic system. This model consists of seven main criteria in four levels. Innovation is the key to economic development; Therefore, consideration of processes and policies that support innovation should be considered. The purpose of this study is to investigate innovative policies, attitudes and behaviors, considering the changes in the market and technology in knowledge-based companies, technology and growth centers. The research is applied in terms of purpose, descriptive-survey in terms of nature and method. To test the hypotheses, a 78-item questionnaire according to the 5-point Likert scale was used. The statistical population of the study is 600 people employed in more than 180 knowledge-based companies, technology and service growth centers located in the Science and Technology Park of Hamadan province. The sample size is 234 people who have been selected based on Krejcie and Morgan table and one questionnaire has been analyzed from each company. Using Spss software, Cronbach's alpha coefficient was calculated and confirmatory factor analysis was used to evaluate the validity of the structure using Lisrel software. In order to analyze the findings, the path analysis model was used and for the analysis of the mediating variable, the Sobel test was used and for the analysis of the moderator variable, the modified multiple regression test method was used. The results showed that the values supporting innovation, innovative behaviors and innovation norms can have a direct and indirect positive and significant effect on the agility and performance of the company. The results of the mustard test and the adjusted multiple regression test (moderator) indicated that the company's agility plays the role of the mediator variable and technology and market turbulence the role of the moderator variable in the relationship between other variables. Identifying the factors affecting the performance, risk and price of banks is important both from the perspective of shareholders and depositors and from the perspective of active elements in the market. Given that the financial market consists of the two main pillars of the money market and the capital market, the most important task of the capital market is to attract scattered capital and its optimal allocation to units that move both for economic development and to maintain the expected interests of investors. Therefore, banks, as the engine of financing the economy, are of special importance for other enterprises active in the economy, both for the government and for the banks themselves. Accordingly, identifying the factors and indicators affecting performance and profitability, risk management, as well as changes in their stock prices, both in terms of bank management and from a macroeconomic point of view, can guide the economy and governments. On the other hand, given that the main activity of banks is to provide facilities and loans to applicants, proper management of banking challenges and improving the factors affecting the efficiency and effectiveness of banking resources, can move the economic cycle in the right direction. Accordingly, the researcher analyzed the information of 11 banks in the 9-year period from 2009 to 2017 to assess the impact of management ability, political relations and financial crises on performance improvement, risk management and falling prices of banks listed on the stock exchange. Tehran Stock Exchange paid. The results of the analysis of hypotheses in three parts show that first, the ability to manage has no significant effects on any of the performance indicators of banks, including return on assets, return on capital, growth rate of shared income and growth rate of non-shared income, as well as management ability on liquidity risk effects. It is significant, but it does not affect credit, operational and bankruptcy risk. Finally, the ability to manage has not affected the risk of falling stock prices of banks. Second, political relations have only a positive and significant effect on the growth rate of shared income and have no significant effects on return on assets, return on capital and growth rate of non-shared income. Also, political relations have significant effects on liquidity risk and bankruptcy, but on risk. Credit and operations are not affected. Finally, political relations have not affected the risk of falling stock prices of banks. Third, financial crises only have a positive and significant effect on the growth rate of shared income and have no significant effects on return on assets, return on capital and growth rate of non-shared income. Also, financial crises have significant effects on credit risk, liquidity and bankruptcy. Does not affect operational risk Finally, financial crises have a statistically significant effect on the risk of falling stock prices of banks. Manuscript profile

Establishment of the modern managerial systems is one of the most important steps for the excellence of organizations. The European Foundation of Quality Management (EFQM) is one of the technics that has started from Europe during the two recent decades and nowadays many organizations are in the process of implementing this model with- in their managerial domain. Data Envelopment Analysis (DEA) is a known nonparametric tool for evaluating the organization’s efficiency. In addition to having the capability to measure the total efficiency of a system, network DEA is able to calculate the efficiency of system components. Since EFQM can be considered as a multi-stage system, existence of network DEA along with it can improve the analysis. In this paper, an integrated model has been suggested based on EFQM and Network DEA for assessing the organization’s operation. For this purpose, at first the EFQM has been considered as a ‘four-stage system’ including leadership (the first stage), activities related to employees, policy, strategy and partnership (the second stage), processes (the third stage), and results (the fourth stage). Then considering 32 sub-criteria in EFQM, input and output variables have been determined for each one of the four stage s and on this basis math form for Network DEA model has been developed for this 4-satge system.
