        The financial structure is always considered as a major factor responsible for economic growth in a country. Based on various economic theories, there would be a positive relationship between the financial system and economic growth rate. In fact, a country with a better financial system can generate a larger Gross Domestic Product (GDP) which stands for a positive economic growth. However, it should be noted here that in the real world, there is not homogeneity in financial mechanism and economic growth, hence, we cannot completely set theory in the reality. According to this brief state of the problem, the main purpose of this research is exploring the financial structure (i.e. Financial development and financial architecture ) – economic growth nexus through the Panel Cointegraiton approach, FMOLS and Panel LS estimations over 19802011 for eight countries in the MENA region. The empirical findings report clear support for the long run relationship between financial development and economic growth, while do not provide any statistically significant relationship between financial architecture and economic growth.         Employees are critical factors for organization survival Therefore, empowering of them can play an important role in increasing the competitiveness of organizations. Studies show that five dimensions are effective in empowering which includes: "work meaning", "competence", "self-determination", "impact" and "trust". Knowledge management is one of the issues connected to human resource management and employee empowerment and various tools are used in processes related to knowledge management in organizations. The aim of this study is evaluation of knowledge management tools in employee empowerment. Therefore, seven knowledge management tools were selected by asking experts’ point of views. The statistical population of this study was considered the Knowledge-based companies located in science and technology parks and ultimately 43 questionnaires were studied. In this study Fuzzy AHP were used in order to ranking of seven tools of knowledge management. Results shows that among of seven tools “by asking experts’ point of view” and “In-service training” have greatest effect on employee empowerment and “Job Rotation” and “impact” have minimal effect on employee empowerment Manuscript profile

        In this paper, the subject of knowledge management and research & development (R&D) is discussed a little in manufacturing and industrial companies; therefore, more studies in this field are needed. It is the first time that such study is carried out in Iran. At first, the literature of the relevant subject and different models of knowledge management and R&D is considered and then two models out of the existing models after consulting with experts, university professors and examining the specifications of the company are selected. Additionally, two questionnaires (general& specialized) are designed by the some experts and academic professors. The goal of the general questionnaire is to consider the effect of elements of knowledge management on the R&D department. At first, the research hypotheses are examined and then an analytical hierarchy process (AHP) method is utilized to prioritize the elements and technologies of the R&D department.         Human resource is the most valuable production factor for progressive a country. Basically, every country without efficient human force can't reach to its goals even if it has rich natural resources. This paper aims to specify the human resource development model with improving organizational culture.This paper was used mixed research method to analyze data and data was gathered by structured and semi-structured interview. So, the interviewing forms were investigated after interviewing, then 59 open codes and 8 selective codes were classified. 8 selective codes included management factors, personal factors, employee engagement, path career, independence of staff in doing their duties, the software condition of work environment, values and organizational behavior, faith-based, organizational justice, perfectionism and content factors. A hypothesis was defined in the framework of 8 selective codes in quantitative aspect, next it was tested and confirmed by inferential statistics and all codes were confirmed. Manuscript profile

        Despite the vast application of excellence models in modern organizations, it is not clear that which one is more appropriate. This paper is aimed to choose the most proper Excellence patterns to be employed to realize the excellence goals in progressive organizations. For this study, not only we studied the literature of research, but also we employed Fuzzy Delphi technique to filter and select superior excellence patterns. The conducted idea analysis was filtered during two steps using Cheng & Lin approach. The study population was comprised of 30 industry experts and university faculties. In order to study and analyze, 12 excellence patterns were selected from different fields including human resources, training, ethics, and knowledge management from which 5 excellence models were chosen after filtering experts' opinions. Policy Intelligence is referred to a kind of information system which collects data and information from different social fields and after processing these materials, present them to policy makers in form of appropriate decision making packages. This article at first reviews E-Government and its place in our era. Then by pointing that implementing E-Government paradigm needs to using modern instruments and models, we will present Policy Intelligence model by considering the major fields of Iran's public administration.         The aim of this paper is to present an optimization model in order to make a strategic plan to develop hydrogen refueling stations in a city when Origin–Destination (OD) data are not available. This model assumes two objectives: maximizing the traffic covered by the selected hydrogen refueling stations and minimizing the average distance of the city’s inhabitants to the nearest hydrogen refueling station. As OD data are considered to be unavailable, positioning the stations in the highest traffic zones is avoided by a new constraint that takes into account information on the distribution of existing conventional refueling stations. This model is applied to Mashhad of about 3 thousand square with a population of around 3 million.         This study seeks to explain human resource development models based on Islamic-Iranian model of progress in line with a generalized model in the selective ministries of Iran. The research method is descriptive-survey and is based on cross-sectional data. The questions are descriptive and hypotheses are relational. The main question of the research involves how the integrated model of development of human resources based on Islamic-Iranian model of progress in the ministries of Iran is. The population mean test was used to test the hypotheses and Friedman test was used to prioritize variables. Thirteen hypotheses were defined based on the models of previous studies. The population of the study includes all vice presidents and directors of human resources development who are at service for the year ended in 1395 in the selected governmental ministries. The findings of the hypotheses testing indicate the confirmation of all the variables influencing the research model. According to the results of the confirmatory factor analysis, from the organizational perspective factors like organizational justice, cross-organizational factors, training, hardware factors of the working environment, indigenousness of the model, knowledge management, national factors and software factors of the working environment and from individual perspective factors like faith-centeredness and engagement of the employees are effective on the development of human resources based on Islamic-Iranian approach of progress. Finally, the final version of the research model extracted by using confirmatory factor analysis and its fitting was approved. Manuscript profile

        Network of collaborators is the most important approach of organizations in CoPS R&D projects conduction as completing such projects requires specific resources and is beyond the capabilities of a single organization. Obviously the capabilities of the network of collaborators have a significant role in mentioned collaboration. So in this paper fundamental indicator of those capabilities were firstly specified by literature review. Secondly final indicators were selected using survey of experts of a CoPS producing company. Thirdly these indicators were classified in components by expert survey and using SEM in LISREL software. These components encompass collaborators competency (incorporating knowledge and skillfulness, keeping up to date, complying to standards and financial ability), task performance capability (incorporating project quality, time and responsibility during and after project completion) and adaptability (incorporating accordance to values, time and flexibility in deliverables). The results of hypothesis tests illustrate that competency has a significant and positive impact on task performance and the latter has a similar impact on adaptability but there is no direct and significant correlation between competency and adaptability while there exists an indirect one.         Regarding the importance of CoPS in providing the organization with technological capability and the differences existing between these systems and mass products, it is essential to develop a model to collaborate on CoPS R&D. Exploitation of the capabilities of the network of collaborators is a desirable option due to inability of the organization in providing the resources comprising finance, human, facilities and expertise. Reviewing the literature on CoPS and technological collaboration incorporating the kind and motivations of collaborators and organizational forms of collaboration and interviewing 18 experts of the organization, a model was developed based on TRL approach and fuzzy cognitive mapping tool. Considering the model developed, the steps of project is classified into 3 categories: Green(able to be collaborated in network), Yellow (able to be collaborated on condition) and red (unable to be collaborated). The role of the members of the network and the strategy of collaborating with them is specified as follows: R&D contract with universities and consulting agents, Educational acquisition with faculty members, outsourcing the projects intended as military service compensation, and R&D contract or research funding with knowledge-based institutions. On the other hand, the position of technology developing and designing centers is specified employing the national innovation system as an upper hand document.         How incumbents benefit from advanced technologies has played an important role in the management literature. Industrial companies, in spite of certain advantages in the resources, experience and market knowledge, need to use advanced technology to increase their competitive advantages. Yet very little research has explained how incumbents collaborate with new nanotechnology based firms in order to develop new nano products. The study focuses on longitudinal six-year case studies of five collaborations between incumbents and new nanotechnology based firms. The contribution of this research is available in three parts. First, the benefit of incumbents from the nanotechnology requires a long-term extensive and interactive process, based on the synergy of technological capabilities of the new nanotechnology firms and the incumbents’ resources and capabilities. Second, the incumbents must have flexibility in their structures and collaboration’s strategies. Third, the role of the incumbents changes from a "technology taker" at the start of the collaboration to "new product development mentor" and then becomes a high-tech product / service buyer after clarifying the dimensions of technology and product innovation.         The aim of this study is strategic planning of knowledge-based companies on the basis of SWOT Model. The present study is conducted with an applied purpose and with descriptive-analytical method. It is a field study when data collection is considered. The data has been collected through a questionnaire made by the researcher. The study sample consisted of 228 cooperatives of South Khorasan province of Iran. The data has been extracted using SPSS software and analyzed using SWOT model. The results of the present study indicate that the companies in the cooperative sector of South Khorasan province are in a low level in respect of becoming knowledge-based. Therefore, in the current circumstances, the matching power with indices of becoming knowledge-based for the current status of the surveyed companies is less than 30 percent. Therefore, it seems that educational assessment and planning is needed to promote the knowledge-based indices in cooperative sector of South Khorasan province. It can ensure a promising future for these cooperatives in Iran's 20-year vision plan, resistive economy, knowledge-based products, self-sufficiency, employment, and entrepreneurship. Finally, some suggestions for the cooperatives of South Khorasan province have been presented with regard to the four strategies of SWOT model. Manuscript profile

        The different rate of having in factors, including natural, economic, social and political factors, causes or increases regional inequality. Attention to balanced and all-embracing development approach in the provinces, reducing inhomogeneity and inequality, and creating territorial justice, policy and planning for the realization of goals that vary with regard to the structural features, facilities and constraints of each province, requires studying and recognizing the characteristics of each province according to its position in the whole country. In this research, the status of different provinces of the country in the fileds of "social, cultural and economic", "economic and productive" and "infrastructure and technology" were reviewed and compared, in terms of development and progress, by K-means as one of the Clustering Analysis methods. The results of the ranking of the province indicate different positions of the provinces. By determining the level of progress of the province at the five levels, the priorities of the provinces are determined. For example, while the province of Isfahan is classified as a developd province for its infrastructure, it is a developing province in the economic and social indicators. Or Tehran province, while it is a developed province in the infrastructural and economic indicators, it is an undeveloped province, in the social indicators, at the same time. Manuscript profile

        The main objective of this research was to identify the dimensions and components and provide a model for assessing the implementation of human resources development policies of the Government of the Islamic Republic of Iran.The research was descriptive in terms of the type of hybrid, and in terms of approach, it was inductive. The research data included documents, documents and the results of interviews with 12 people, and a questionnaire was presented in three stages using Delphi's ethodology. A total of 20 academic and executive experts were selected through purposeful sampling. Qualitative data collection was used to examine relevant documents and literature, and a deep semi-structured interview tool. The research questions were analyzed using Attride and Sterling theme analysis technique Based on this, four main themes (15 themes) were arranged (later) from 89 themes (components) related to the model for evaluating the implementation of human resources development policies of the Government of the Islamic Republic of Iran. To validate the extraction factors Of the three stages of Delphi, 76 of the components were confirmed and 13 of them were rejected Two cases were added to the experts' opinion. The model was evaluated using SmartPLS2 software and after correction and removal of 14 other questions, the model was fitted and confirmed.         Low cost carriers are great revolutions in the air transportation industry in the last three decades. In fact, low cost model in the airlines has been indicated as a successful and innovative model. Low cost model is a strategy, focusing on the primary needs of passengers and increaring productivity, that provides lowest prices in internal and international air transportation of passenger. In this study, it has been tried to propose a model of developing low cost carriers market. Population is experts in airline of Aseman, Iran Air Tour, and Kish Air. Samples were collected by targeted judgemental approach for qualitative interviews. Instrument was structured interviews. To analyze data, grounded theory was utilized. 33 interviews with experts of airlines help to gather the required data. Finally, 15 major concepts were extracted including liberalization and withdrawal from the state structure, internal and external tourismism, efficient human factor, security and timely order, regulatory interaction versus relation orientation, customer trust, structural modifications costs, infrastructure and airport management, reconciliation with aeronautical knowledge, customer service, optimal aircraft and flight network, governance mandate structure, optimal sales service management, lack of sanction pressure and society cultural development.         Social capital development is one of the most important challenges of the managers in the today organizations. Decrease of social capital index as level is in Iran proves the necessity of research in this field. Emotional behaviors is an important aspect of interpersonal communication. This research tries to develop a framework for social capital development based on the organizational emotional capital. This is a qualitative research and uses grounded theory method with emerging approach. Data collection in this research is done using a semi-structured interview. Interviewees where selected from managers in public sector and NGOs of Markazi and Qom provinces. Theoretical saturation after 16 interviews. Final framework of this research consists of two schemas, first one diagnosis social capital and the second one emotional based development of social capital. Under diagnosis schema there are three main categories causes of social capital weakness symptoms of emotional capital weakness and consequences of social capital weakness.         Constant changes in the business environment compel companies to think about new product development. In order to meet customer needs, active engagement with the customer and, more specifically, customer involvement in the process of developing new product is essential. The purpose of the present research is to identify the effective factors on customer involvement in the process of new product development in the food industry of Mazandaran province. Six effective variables include organizational strategy, new product features, external environment, organizational features, customer attributes, and relationships. The purpose of this research, in the form of applied research and in terms of the implementation of research, is descriptive-causal research. The statistical population of the research is the managers of different parts of the food industry of Mazandaran province, including production, product, marketing, brand, and other parts of the organization. The data gathering tool was a researcher-made questionnaire. In this research, structural equation modeling (SEM) has been used to analyze data and examine the hypothesis. The results showed that the organizational strategy variables, organizational characteristics, customer characteristics and relational factors have a positive and significant effect on customer involvement in the process of new product development. While the two variables of product and environment characteristics have no significant effect on customer involvement. Therefore, according to the results, food industry companies should pay particular attention to strengthening these factors in order to attract more customers to develop new products.         Considering the balanced and comprehensive development of the provinces of the country, reducing heterogeneity and inequality, policy making and planning to achieve goals that vary according to the structural characteristics, facilities and constraints of each province, requires the study and recognition of the characteristics of each province according to its location in the whole system of the country. In this research, different provinces of the country have been ranked by the TOPSIS and SAW methods in the fileds of "social, cultural and political", "economic and production" and "infrastructure and technical". The results of the ranking of the provinces, indicate that the provinces have different positions. For example, the provinces of Semnan, Ilam and South Khorasan ranked first to third in the fileds of social, cultural and political issues, but the provinces of Fars, Mazandaran and Khorasan Razavi were top ranked in the fileds of economy and production, and the provinces of Isfahan, Mazandaran and Qom ranked first to third in terms of infrastructure and technical indicators.         Recognizing the dimensions of human resource development and providing logical solutions for their empowerment and development, considering the requirements of the new public services approach, is one of the most important tasks of the managers of governmental organizations. The purpose of this study is to design a human resources development model in governmental agencies with a new public services approach. The statistical population of this research is qualitative research including heads of departments and senior experts of the headquarters of the Ministry of Energy in Tehran, in addition to, professors and experts in human resource management at universities. The sample needed for structured interviews to theoretical saturation and through targeted trial sampling was compiled. A total of 16 data were collected. In order to analyze the qualitative data, the grounded theory was used. Out of 267 subcategories extracted from verbal propositions, 43 categories were considered, which formed the paradigmic model of human resource development with the new public services approach. In this way, 20 subcategories, 4 categories of causal conditions, 30 subcategories, 5 categories of field conditions, 33 subcategories, 8 interfering factors, 24 subcategories, 4 categories of phenomena, 102 subcategories, 17 categories The core of the strategies, and 58 subcategories, comprised four core categories of HR outcomes with the new public services approach. Hence, identifying fundamental performance indicators for investing in technology development is important. The purpose of this study is to achieve quantitative and qualitative analysis of key indicators together in the correct decision-making path for investment in technology development. In this research, the criteria for success with the new approach in terms of plan, project and portfolio differences are identified, categorized and their significance is measured by a questionnaire. In the following, the relationships between the criteria with two qualitative and quantitative approaches were determined and analyzed using interpretive structural modeling and DEMATEL technique using the opinions of industrial and academic experts in two separate groups.         A new concept in the area of achieving sustainable development goals is sustainable banking which is of particular importance in developing countries. To succeed in achieving sustainable banking goals, it is necessary to identify and conceptualize the underlying factors. This paper aims to identify the critical factors for sustainable banking success. This paper is an applied research in terms of purpose and has been done with a cross-sectional survey approach. Semi-structured interviews and expert questionnaire were used for data collection. The statistical population of the study consists of managers and experts of the central bank selected by purposeful sampling from among these experts. The research methodology is a mixed (qualitative-quantitative) approach. In the qualitative phase, the thematic analysis method is used to identify the critical factors for sustainable banking success. Then, at the quantitative stage, the identified factors are screened and prioritized based on the Fuzzy Delphi and SWARA method. The results show that the critical success factors of sustainable banking can be categorized into three factors: input factors, process factors and output factors.         Developing a life cycle model of R&D projects is one of the key factors for the success of research organizations. Using a standardized model leads to the creation of a common language between the organization and external providers of products, services and processes. The purpose of this paper is to present a general life cycle model for research and development in research organizations that is approved by various executives, supervisors and auditors. The model presented in this study provides a basis for evaluating the activities of executors and facilitates the evaluation and audit of research and development activities. The model has 4 dimensions, 17 components, 3 key decision points and 156 indicators. Model dimensions include need assessment processes, sample design and construction, manufacturing engineering and production management, and operation and support. The validity of the researcher-made questionnaire was evaluated by 9 experts and 3 questions were omitted. Cronbach's alpha coefficient of 0.982 was also used to evaluate the reliability of the questionnaire. These results support all the research hypotheses and the rank of the components in each dimension is also determined. According to the results, the need assessment dimension is more important in the life cycle of research and development of research organizations. Using this research model enables research organizations to effectively implement the processes needed for research and development and assists managers and stakeholders in decision making and decision making. The analytical research method was identified by analyzing the research literature related to the global trends of technical education development. From the point of view of educational experts, a group of 30 experts and experts in formal technical and vocational education, with a forward-looking and strategic perspective, with judicious and purposeful sampling, the most important global trends in technical and professional education development. In order to identify the solutions, literature was reviewed and semi-structured interviews were conducted through related various experts and specialists. Finally, strategies were prioritized by fuzzy analytic hierarchy process and solutions are investigated by importance-performance analysis. According to the results, specialists believe that workforce maintaining and training improvement are more important than other strategies. Training-recruitment plans, aptitude assessment plans, cyber security events and challenges, schools student targeted plans and improving policies and rules have been considered as more important solutions. The aim of this study was to present a strategic model of sustainable industrial development in Yazd province. In order to achieve the objectives of the research by using two methods of Unplanned targeted sampling and snowball sampling, the opinions of 15 managers and organizational policymakers of Yazd Industrial Towns (Industrial Experts) were used. The process of conducting this research includes three steps: a) Identifying sustainable industrial development strategies in Yazd province through in-depth interviews with experts; b) Screening identified strategies using fuzzy Delphi technique. C) Presenting a strategic model of sustainable industrial development in Yazd province, using the DEMATEL-ISM method. The results showed that the model of sustainable development strategy in Yazd province has 4 different levels with "studying to recognize global markets for Yazd's goods and services and providing countries guide leaflets" as the highest level which is the underlying element of the model.         Five- year national development plans have a key role in achieving the goals of the vision document. There are two categories for development plan writing policies: diffusion-oriented and mission-oriented. So, prioritization in using an effective combination of the them is necessary. The purpose of this study is to determine the gap of upstream documents and propose policies to develop the seventh plan of ICT-sector. This research is descriptive-analytical in nature and it uses content analysis and documentary review. The population of resaerch are 67 meta-documents that have been selected as a purposeful and accessible sample for study. Analytical-descriptive method has been used to interpret and analyze the data. Based on the research findings, main policies were examined with a two-dimensional framework: 1) technological issues, which used the OECD classification, and 2) functional innovations, which presented in the 7-scale Hekkert classification. Then, the xial coding of each category was done in three levels of government, legislative and executive, and finally, based on the SWOT analysis of existing documents and its compliance with the claimed performance, principles were presented to develop the seventh ICT development plan.         The development of knowledge-based companies are necessary for the economic growth of the country. But there are many theoretical weaknesses in the development of these companies, especially in their conceptual models. The purpose of this study is the modification of the conceptual model to improve the development path of these companies. A systematic conceptual model for the development of companies, with considering the strategic role of the media, is the purpose of this paper. Firstly, the definitions, indicators, dimensions of knowledge-based companies, and the previous efforts related to them are discussed. The type of research is qualitative and is analyzed based on Grounded Theory methodology. The conceptual model is based on field observation and systematic interviews with 21 managers related to the development of knowledge-based companies, science and technology parks, and growth centers in Iran. The results show that the development of knowledge-based companies is due to the strategic role of media, which is included education, culture, information, and guidance. According to the development strategy of a knowledge-based company, the consequence of the process is enhanced by television and internet. On the other hand, the process is affected by base conditions such as culture, supervision, economics, media activities, as well as environmental conditions such as the academic capacity, websites, intellectual property, laws, sponsorship, Internet, industry, and politics. Trans nationalization of products, reduction of dependence, improvement of product quality, policy, decision making, strategy development, promotion of activities, employment growth, are the consequences of media's role in the development of knowledge-based companies.         In order to assess the risk of exploration and development of oil and gas fields, which is mentioned as one of the ‎most important determining parameters in the economic development of oil- countries, an expert system using ‎the inference fuzzy system approach was designed. First, the system inputs, which are in fact the characteristics ‎of risk assessment for the exploration and development of oil and gas fields, were extracted. In continuation, ‎the knowledge base of the system, the most important part of which is considered to be in the form of if-then ‎rules and based on the opinions of experts in the upstream part of the oil industry. To do this, the degree of ‎system accuracy is measured in two stages based on expert comments. Based on the Likert scale and presenting ‎a questionnaire to the experts, Student's t-test was performed and out of 48 defined indicators, 42 indicators ‎were selected as the final index. In the next step, the data validation of an oil field in the south of the country ‎was provided to the oil industry experts and they were asked to evaluate the output of the system‏.‏‎ Finally, the ‎opinions of experts were compared with the output of the expert system and based on the criterion of mean ‎square error (MSE) and a small difference between the average opinion of experts and the output of the system, ‎it was determined that the designed expert system has sufficient accuracy and validity for future studies.‎ Manuscript profile

        Urban growth is a vegetative process that crystallizes as an accumulative process, shaping the city spatial structure over decades. In this way, current activities are deposited on the urban fabric through Building, and improve and develop the urban form in response to the changing needs of its time. Since the Building custodian at the Urban level is the Urban management; and governance is a central issue on the path to sustainable development; the research’s problem is "What are the necessities of [Tehran’s] urban building management system in Iranian researchers’ representations". In this regard, the scientific descriptions of Iranian experts on the realities and desirability of the urban Building management system are considered as a face of truth; and the researcher, in order to understand it, uses the thematic analysis strategy as one of the qualitative methods. In this regard, out of 789 sources updated in the Iranian scientific databases, 65 were systematic sampled. The results of this fundamental research showed that according to Iranian experts, the urban building management system of Tehran can be considered as "Tehran’s Building Governance", when it has a Reliable, Remarkable, and Respectable. In other words, by pursuing "fair, balanced and empowering growth", it has sought to "solve the physical and spatial problems of the city of Tehran" in order to achieve "sustainable and affordable product"; and follows this path by "relying on endogenous capacities based on local values" by a "cooperative, efficient and collectivist organization" and in "facing the legal-executive challenges of Tehran’s urban management".         The Internet of Everything constitutes a comprehensive framework of connections, processes, and principles interlinked within a unified ecosystem. Within this framework, at a higher level, connections have broadened, and more importantly, these connections are comprehended. The present article delves into assessing the status of this innovative technology in two neighboring countries. This study serves as an excellent example for decision-makers and leaders to propel Iran towards a higher level of sustainable development. Meanwhile, Dubai, one of the seven Emirates of the United Arab Emirates, by installing smart infrastructures, employing the unified DubaiNow application for all services (governmental and urban), and establishing a smart city, stands as the sole country among its neighbors to have successfully executed the Internet of Everything. The Internet of Everything has transformed Dubai into a significant economic hub in the region and globally. Conversely, although the Internet of Everything technology has not yet proliferated in Turkey, the foundations, technology, and key concepts have been well-established in the country. This technology, with its specific capabilities across various domains, from smart agriculture and livestock farming to urban traffic management, smart airports, and asset monitoring, has facilitated substantial improvements in infrastructures and services provided in Turkey. The examination results indicate that the orientations of these two countries toward achieving the prospects of this significant transformation have led to increased revenues, reduced operational costs, heightened productivity across various sectors, and positioning them on the path of sustainable development.
